Senior Manager / Manager (Manpower Development & Outreach)
What the role is
You will be a member of the Manpower Development & Outreach Section in the Aviation Industry Division - a team whose responsibility is to attract, develop and retain manpower talent for the aviation industry, so as to build a vibrant and sustainable aviation hub in Singapore.
What you will be working on
The role is a mix of policy, operations and industry engagement work. You will play a leading role in (i) driving the formulation and implementation of air transport sector workforce development policies & initiatives; (ii) organize and support efforts to raise awareness and interest of aviation careers; and (iii) conduct industry & union engagement on manpower issues.
The office will develop workforce policies based on insights gathered on manpower challenges and future industry requirements. These policies will cover efforts to create quality jobs for Singaporeans and sustain a strong Singaporean core in the workforce. You will work closely with the Ministry of Manpower and relevant government agencies to build up a strong pipeline of workers to support industry growth and development, which would involve issues pertaining to jobs and skills, tripartism and outreach and careers promotion.
A key part of the role will be the formulation and implementation of the sector’s outreach and attraction policies and initiatives, including through working with schools, Institutes of Higher Learning and stakeholders to develop and scale youth outreach programmes, aviation training courses/programmes, etc. The officer will also need to drive the organising of CAAS’ sectoral outreach events/ initiatives, including career fairs, learning journeys, etc.
You will also work closely with the Sector & Manpower Planning Team in the division, to monitor the impact of our manpower programmes/ initiatives on the workforce, including tracking our sector workforce profile and statistics, and to conduct industry engagements.

What we are looking for
- Training in any discipline preferably Business, Economics or other relevant disciplines, with at least 4 years of relevant working experience. 
- Preference for at least 2 years of prior related experience in policymaking, workforce development or industry development. 
- Strong conceptual and analytical skills to develop and execute workforce transformation programmes. 
- Excellent team player, with the ability to work closely with multiple stakeholders across both public and private sector agencies 
- Independent and have a strong ability to run and organize events on the ground 
- Detailed and meticulous, and a proficient writer 
- Excellent verbal communication and interpersonal skills to persuade and build consensus among stakeholders. 
Your appointment designation will be commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance and may be considered for placement on a permanent tenure or subsequent contract renewal.
