What the role is

As a Lead / Senior Manager in the Technology Strategy Planning Division, you play a critical role in the long-term development of Digital Health strategies, budget and plans in Data and IT. You will be part of a team that oversees digital health plans and investments for Singapore’s healthcare system, including identifying gaps and opportunities to translate into actionable strategies. You will also be involved in policy review and development, such as on the role of strategic systems and digitalisation plans, as well as strategic budget and management of portfolio performance to support IT financing and investments. You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

You will be involved in developing Digital Health strategies and setting the roadmap of digital health investments across the public healthcare sector to guide our progress towards a digitally-enabled healthcare sector. This involves comprehensive engagement with stakeholders to review and refine priorities to align with evolving needs. You will also work with internal and external stakeholders to develop policies to guide health IT spend and to address budget challenges, including constructing data models to forecast IT spend based on current and future needs. This role requires you to engage widely across public healthcare institutions, MOH divisions, and relevant government agencies to understand priorities, business demands and resourcing, connect the dots on dependencies, and align plans for sustainable transformation. You may be required to do this through various means, such as horizon-scanning, literature research, data analysis, engaging thought leaders, and stakeholder engagement. You will also provide staffing and secretariat support to Digital Health Forums where strategies and plans for the sector will be discussed.

What we are looking for

• Tertiary qualification of any discipline • Prior work experience in strategic planning, technology planning and in the Public Service and/or healthcare sector would be an advantage • Ability to conduct independent analysis through establishing clear inquiry lines, and understanding and synthesising information from different sources • Excellent stakeholder communication and management skills to develop strong relationships with stakeholders across all levels and different domains • Ability to communicate complex ideas simply and effectively (both in written and oral form) • Comfortable working in a fast-paced, dynamic environment and navigating ambiguity and change • Good time management skills and results-oriented To include mandatory requirement: As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
