The Data Office champions the overall HR data strategy for the whole-of-government and PSD. We are responsible for end-to-end solutioning to allow PSD to use data effectively in developing its policies and programmes, as well as to drive adoption and evolution of HR data analytics across the public service.
To achieve this, the team leads initiatives to refine existing practices and approaches to HR data analytics, encompassing the full spectrum of activities across the data lifecycle, including strategy, governance, analysis, collection, management, engineering, operations and advice.

What you will be working on
The incumbent will be part of the Data Engineering & Infrastructure team responsible for designing, building, and maintaining data processing infrastructure within a modern data lakehouse architecture and data sharing platform. This platform is a central repository of Public Officers’ HR data from source systems to facilitate whole-of-government analysis and reporting.
As part of the Data Engineering & Infrastructure team, you will:
• Be responsible for developing and optimising ETL pipelines using modern data engineering frameworks, in collaboration with vendors, constructing robust data processing jobs, and implementing scalable data pipelines that support a central repository of HR data from across government systems.
• Support the Team Lead to drive and operationalise data quality efforts by collaborating with the IT technical team, source system owners, business users and agency HR teams across the Public Service to ensure data accuracy, completeness, consistency, and timeliness to meet business outcomes. This includes the following responsibilities:
o Develop relevant data validation logic, incorporating input from stakeholders like business users and agency HR teams.
o Design and implement automated data validation, processing and data quality assessment.
o Conduct regular data quality assessments to identify and address data gaps, errors and discrepancies, working with system teams to investigate issues, design, review and implement intervention plans, and provide regular reporting for management review.
o Work with IT team to diagnose, troubleshoot, and resolve data pipeline failures, performance bottlenecks, and system integration issues to ensure continuous data flow and maintain service level agreements across the data lakehouse infrastructure.
o Design and review communication plans with agency HR teams across the Public Service, to maintain good stakeholder management. Work with the team to implement these plans.
• Lead the planning and management of data collection, processing, compilation and dissemination of statistics, guide the team in the management of data in the data lakehouse and drive continuous improvement of work processes, including providing technical guidance.
• Maintain comprehensive system documentation and data dictionaries to ensure smooth system functionality, maintenance and operations, as well as good data discovery.
• Fulfil data requests from internal and external stakeholders by developing new data sources and workbooks using tools such as AWS Athena and Tableau.
• Conduct regular training on data quality and data cleaning to agency HR teams across the Public Service.

• [Experience in HR Enterprise Systems, Data Lake/Warehouse, Visualisation Tools] Prior experience in enterprise systems in HR (SAP, Workday, Oracle), management of data lake/warehouse (AWS, DataBricks, Snowflake), familiarity with coding languages (PySpark, SQL, Python), data visualisation tools (Tableau, QlikSense) will be an added advantage.
