What the role is

PSD’s HR Policy cluster develops and implements HR policies for the Public Service so that we attract, develop, retain, and motivate the right talent to build a successful and vibrant Singapore for the next generation. With a changing operating environment, the HR Policy cluster ensures that HR policies remain relevant, progressive and sufficiently flexible to account for the diverse needs of agencies and public officers.

What you will be working on

As Assistant Director (Benefits), you lead a team of policy analysts to develop and implement benefits policies for the Public Service. You will need to: • Understand the strategic considerations nationally, at the Public Service-level, and at the individual agency-level to guide the team to develop policies that meet the future needs of the Public Service; • Build networks with key stakeholders, such as HR leaders, senior management and systems teams, to ensure the success of your team’s policies; and • Adopt a principled approach to manage agencies’ requests and appeals. You may also be asked to lead projects that involve cross-cluster collaboration.

What we are looking for

A good candidate should possess the following: [HR Policies, Processes & Legislation] The ability to identify linkages across different policies and adopt a principled approach to provide strategic guidance for the team [Thinking Clearly and Making Sound Judgement] The ability to make sound judgements about different policy options by synthesising various data points and using a good sense of realities on the ground. [Working Effectively with Stakeholders] The ability to reach out, influence and mobilise stakeholders towards a collective purpose, engaging them to deepen understanding of issues and co-creating solutions together. Excellent in presenting and translating information/insights succinctly and effective in stakeholder engagement to obtain buy-in amidst competing priorities. [Caring for, Developing and Inspiring Staff] The ability to be an effective people developer who inspires and engages staff, and supports them in building their capabilities and capacity. Experience in HR or policy will be an advantage but is not a requirement. Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be appointed on a 2-year contract in the first instance.
