Responsibilities
PSD’s HR Policy cluster is the Public Sector Centre of Excellence for several areas relating to people policy, including talent attraction, compensation, performance management,
and benefits. We ensure that our Public Sector can continue to attract, develop, retain, and motivate the right talent to build Singapore for the next generation.
[Specific Job Responsibilities]
As Analyst/Senior/Lead Analyst (Benefits), you will work in a team focused on driving comprehensive review and transformation of our HR policies with a particular focus on
Benefits policies. These include policies pertaining to Leave, Medical/ Flexible Benefits, Awards, and Transport & Travel.
Your key responsibilities will include:
• Formulate policies and solutions pertaining to benefits for the Singapore Public Service, and work with public agencies to review and implement policy changes. This involves studying market trends, best practices in the private and public sector, and national direction to review how Public Service benefits policies should evolve to meet future needs of the Public Service. It also entails working with other HR policy functions
(e.g. appointments, performance management, compensation) to ensure alignment and coherence of our HR Systems.
• Provide consulting services and guidance to the Ministries and Business Partners in the area of benefits policies.
• Work with the PSD Data Office and HR systems teams to define the various data products and data needed to support timely analytics in the area of benefits; and with the Human Resource Leaders of public agenciesto ensure that the analysis meets their agency needs.

o Ability to understand historical precedent in context, determine applicability to current scenarios, and triangulate against current best practice to make sound recommendations.
o Willingness to develop legal instincts and principles to help navigate legal and contractual requirements to arrive at practical policy solutions

o Comfortable with quantitative analysis.
o Ability to extract and distil complex analysis into key decision points for senior
stakeholders.
o Meticulous with an eye for detail.
• [Working Effectively with Stakeholders]
o Willingness and drive to effectively engage a range of stakeholders to ensure that policy is formulated taking into account their perspectives and needs and is successfully implemented thereafter.
o Ability to communicate complex issues and policy solutions to stakeholders.
o Self-starter and strong team player who is able to both work independently and in collaboration with others.
• [HR Policies, Processes & Legislation]
o Appreciation of the dynamics between different areas of HR policies and how they interrelate as an ecosystem.
o Ability to design and review employee experiences to ensure that policies are implemented with empathy and consider the needs of the different groups of public officers.
o Knowledge and appreciation of principles and industry practices pertaining to benefits.
• Ideally at least 2 years of experience in policy development or HR work. Experience with Total Rewards frameworks would be a plus.
