Analyst/Senior Analyst/Lead Analyst (Benefits), HR Policy

PSD’s HR Policy cluster is reimagining HR policies for Singapore’s biggest employer – the public service and its 153,000 officers. We’re rethinking how policies, operations and tech could look like for a multi-generational workforce, against the backdrop of career tour-of-duties and tech disruption. Responsibilities You’ll be part of a talented team of policy analysts to ensure that our benefits policies (areas such as medical, leave and awards) don’t just keep pace – they lead the way, balancing innovation with inclusivity to balance the diverse needs of agencies and officers. The short feedback loop means that you land tangible benefits, quickly, on the ground. You will: • Formulate policies and solutions pertaining to benefits for the Singapore Public Service, and work with public agencies to review and implement policy changes. This involves studying market trends, best practices in the private and public sector, and national direction to review how Public Service benefits policies should evolve to meet future needs of the Public Service. It also entails working with other HR policy functions (e.g. appointments, performance management, compensation) to ensure alignment and coherence of our HR System. • Provide consulting services and guidance to the Ministries and Business Partners in the area of benefits policies. • Work with the PSD Data Office and HR systems teams to define the various data products and data needed to support timely analytics in the area of benefits; and with the HR Leaders of public agencies to ensure that the analysis meets their agency needs. • Have opportunities for stretch assignments that involve cross-cluster collaboration on areas such as compensation, performance management, rotations, ops and tech

Requirement • Strong analytical abilities, data-driven with detail orientation • Strong communicator in written, slides and spoken form, with good stakeholdering abilities • Bias for action and relentlessly resourceful in getting things done • Experience in policy, HR and/or government a plus • Understanding of tech and innovation a plus Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting.
