What the role is

Manager/ Senior Manager plays a pivotal role in fostering a vibrant SkillsFuture ecosystem, aimed at supporting enterprises in their upskilling endeavours as an integral part of their business strategy.

This position involves enhancing awareness and adoption of SkillsFuture messages and initiatives - particularly among small and medium enterprises (SMEs) through:
• Development and implementation of schemes and programmes to support enterprises in upskilling their employees; and
• Strategic engagement with enterprises and intermediaries (such as trade associations and chambers, and larger enterprises in their capacity as industry leaders).
• Data-driven insights and innovative engagement approaches leveraging research methodologies and emerging technologies.

The role demands a proactive approach in understanding ground issues related to jobs and skills, developing relevant SkillsFuture solutions, and promoting a culture of continuous learning and skills development in alignment with our organisation's mission, vision, and values.

What you will be working on

Strategy Development and Implementation

  • Formulate and implement actionable plans to cultivate a dynamic SkillsFuture ecosystem that aids enterprises in their upskilling initiatives.

  • Engage with enterprises and intermediaries to grasp on-the-ground challenges concerning jobs and skills, refining strategies to better motivate enterprises to invest in staff upskilling that is aligned to their business needs.

  • Conduct psychographic research and analysis of enterprise segments to identify pain points, barriers to upskilling, and engagement factors that inform strategic planning.

Research and Analytics

  • Lead qualitative research activities including interviews, focus groups, and customer feedback analysis using digital tools to deepen understanding of enterprise needs.

  • Analyse and review the effectiveness of different engagement channels, recommending strategy improvements based on data-driven insights.

  • Support text analysis projects using Natural Language Processing to extract insights from survey responses and social media content.

  • Participate in performance measurement and ROI analysis of engagement campaigns and channels to optimise resource allocation.

Solutioning & Innovation

  • Contribute to development and implementation of schemes to support enterprises in the upskilling of their employees.

  • Support the design and development of GenAI tools for personalised engagement messaging and conversion tracking to enhance enterprise outreach effectiveness.

  • Aid in the development of intermediaries' capability and expertise to encourage and facilitate SkillsFuture adoption by enterprises.

  • Assist in MarTech stack integration and coordination with existing CRM and analytics platforms to streamline engagement processes.

Enterprise Engagement

  • Account-manage intermediaries (e.g. larger enterprises) to boost SkillsFuture awareness and adoption among SMEs.

  • Promote SkillsFuture through participation in events, forums, and other engagement platforms, targeting enterprises and relevant stakeholders.

Competency: Stakeholder Engagement and Management

Operations

  • Maintain an effective feedback loop with key stakeholders, ensuring timely reporting and data sharing to enhance process and program development.

What we are looking for

  • 3 to 5 years of experience in partnership management, stakeholder engagement, research and analytics, or a similar role, preferably within the SkillsFuture ecosystem or related sectors. Those with no experience but possess relevant related competencies can apply.

  • Demonstrated ability to develop and implement strategic plans that align with organisational goals.

  • Strong understanding of research methodologies including survey design, focus group facilitation, and qualitative analysis.

  • Knowledge of marketing analytics with familiarity with digital marketing tools and platforms.

  • Understanding of AI and machine learning concepts for marketing applications, including foundational knowledge of Natural Language Processing and text analysis techniques.

  • Strong interpersonal and communication skills, with a proven track record of building and maintaining relationships with a diverse set of stakeholders and presenting insights to both technical and non-technical audiences.

  • Experience in programme or project management, with a knack for identifying and solving complex problems.

  • Possess analytical and strategic thinking skills to devise practical solutions to tackle work issues.

  • Possess project and resource management skills to handle concurrent work assignments, and deliver high-quality work within tight deadlines.

  • Ability to work independently and collaboratively in a team environment and thrive in a fast-paced, dynamic work setting.

  • Deep understanding of the SkillsFuture and Career Health initiatives, workforce development trends, and the challenges and opportunities within the Singapore job market.

  • Curiosity and willingness to learn about evolving marketing technologies and workforce trends.

Successful candidates will be offered a 1-year contract with potential for a 1-year extension and consideration for permanent tenure thereafter.

About SkillsFuture Singapore

SkillsFuture Singapore (SSG) is a statutory board under the Ministry of Education (MOE). It will drive and coordinate the implementation of the national SkillsFuture movement, promote a culture and holistic system of lifelong learning through the pursuit of skills mastery, and strengthen the ecosystem of quality education and training in Singapore. SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and guide the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators. SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life.
