What the role is

The Competition and Consumer Commission of Singapore (CCS) administers and enforces Singapore’s competition, consumer protection and legal metrology laws. Amongst various things, CCS conducts investigations and takes enforcement action in appropriate cases, whilst providing effective advice to the Government and public authorities on national needs and policies in competition, consumer protection and legal metrology matters. What you will be working on

You will join a team that is responsible for finance and procurement operations so as to ensure CCS’s financial viability and to support CCS’s strategic imperatives, while maintaining financial standards, governance and compliance. Your functions and duties include the following: - Review and update procurement and financial policies and guidelines to ensure compliance with Government Instruction Manuals and Finance Circulars; - Assist in budget planning, expenditure monitoring and investment analysis; - Monitor budget utilization and assist in management reporting; - Manage finance operations including payments, receipts, claims, grant administration, fixed assets and lease management; - Assist in statutory financial reporting, and support governance, compliance and audit-related matters; - Manage procurement operations, including reviewing procurement submissions and providing guidance to divisions on procurement matters; - Participate in transformation initiatives to streamline financial and procurement processes

What we are looking for

Candidates must be keenly interested in financial and procurement operations to maintain the financial health of CCS, and should possess: • Background in Accountancy or related professional qualifications (such as ACCA) • At least 5 years of relevant work experience • Good working knowledge of Statutory Board- Financial Reporting Standards and accrual accounting • Good understanding of Government Instruction Manuals on ‘Financial Control’ and ‘Procurement’, and Finance Circulars. • Experience with GeBiz, NFS@Gov or Fi@Gov will be advantageous • Meticulous, analytical, self-motivated and resourceful with strong oral and written communication skills • Ability to work effectively in a team or independently
