Senior Assistant Director, Career Development & Transition

What you will be working on

Responsibilities The Career Development and Transition (CDT) team in the Workforce Development (WD) cluster is responsible for strengthening public officers’ career resilience and successfully transit from job to job in their Public Service career. This includes developing a robust and forward-looking workforce; effective programmes for skills conversion; as well as a robust “life-course” career management for public officers, such as the expansion and provision of career coaching services within the Public Service. Reporting to Deputy Director (Strategic Workforce Planning & Upskilling), you will be part of the CDT team. [Specific Job Responsibilities] [Career Coaching] • Coach and guide public service officers in navigating their career life stages, helping them identify their career interests and guiding them in career planning. • Be a case manager for high-touch cases end-to-end per year. This includes (non-exhaustively) facilitating career transitions and job placements for individuals with more complex needs, settling the relevant administrative processes and linking up with necessary stakeholders. • Serve as a Coach Buddy, to conduct mentoring sessions with new coaches and to uphold the professional standards set by the Public Service Career Coach Network (PSCCN). • Facilitate Coach Learning sessions annually to promote continuous peer learning and professional growth among coaches. • Support WOG and agency-level Brown Bag sessions organised by PSD to raise awareness on PSCCN and promote participation in career coaching. [Training and Development] • Support the delivery of WOG Career Development Programmes annually, including CareerFitness foundational programme. • Support and co-facilitate Train-the-Trainer (TTT) sessions to equip agency-nominated officers with the capability to deliver inhouse CareerFitness foundational programme. • Guide newly inducted external and in-house trainers across agencies to deliver Career Development workshops, including CareerFitness foundational programme. • Train PSCCN coaches in foundational coaching skills tailored for public service supervisors. [Advisory Role] • Provide advisory and programme development support to CDT team, focusing on the following areas: o Review and enhance WOG Career Development programmes, including interventions tailored for officers with extensive experience to ensure continued relevance and effectiveness. o Develop training programme to equip supervisors with basic coaching skills. o Review of the Public Service Retiree Network (PSRN), to incorporate new initiatives such as the Public Service alumni, and how to better use the PSRN to augment workforce needs during peacetime and crisis.

[Competencies we look out for] • [Career Coaching and Transition Guidance]: The ability to engage employees undergoing career transition and identify their needs and concerns. Based on a solid understanding of their needs, design and develop innovative initiatives to support a smooth career transition process for them. Help clients understand their career options within and outside of the organisation, take ownership and plan for their career. • [Capability Development]: The ability to develop initiatives and programmes that uplift the capabilities of key stakeholders, such as employability training for transiting and retiring public officers, and career coaching training for the network of Public Service coaches. Work with key partners and subject matter experts in developing and delivering learning and development initiatives. Monitor and assess the impact of the initiatives on organisational outcomes. • [Working Effectively with Stakeholders]: The ability to reconcile different opinions and approaches to maintain a constructive partnership with stakeholders, proactively identifying opportunities for collaboration with stakeholders to advance a collective purpose. Anticipating and managing critical stakeholder issues with patience, humility and timeliness. • [Thinking Clearly and Making Sound Judgement]: The ability to consider stakeholder needs and make sound judgements about different options by synthesising various data points and using a good sense of realities on the ground. • [Improving and Innovating Continuously]: The ability to constantly experiment with ideas to improve work processes and service delivery while managing risks and mitigating potential impact of change. Proactively looking for opportunities to sustain and scale best practices. [Work Experience & Knowledge] • At least 7 years of experience in career coaching and counselling as well as experience in facilitation and training is an advantage.
