What the role is

As a Lead Engineer / Engineer in the Portfolio Management Office, you will play a pivotal role in uplifting programme and project delivery excellence across the Home Team Departments (HTDs). You will partner closely with Programme Management Centres (PMCs) to strengthen project management standards, enhance portfolio oversight, and drive organisational process improvements. You will also support Quality Management System (QMS) and ICT governance alignment, promoting good delivery and quality practices across project teams. This is a strategic and hands-on role that develops project management capabilities, improves operational efficiency, and contributes to HTX’s Programme Management Group (PMG) transformation journey.

What you will be working on

• Strengthen programme governance and delivery excellence through portfolio health monitoring, resource tracking, and performance analysis • Uplift project management, ICT governance and quality standards by reviewing project artefacts, supporting Quality Management System (QMS) best practices, and driving documentation discipline and continuous improvement • Improve project management processes and digital capabilities by refining workflows, standardising templates, enhancing knowledge management, and developing dashboards and automation tools • Provide data-driven insights and reporting to support strategic planning and decision-making by PMG and HTX leadership • Partner with PMCs, internal and external stakeholders to build project management capability, share best practices, and drive a collaborative, high-performance culture • Monitor industry collaborations and vendor workstreams, ensuring strategic alignment whilst implementing governance frameworks and systematic issue resolution protocols • Foster cohesion and collaboration across PMCs to strengthen community identity, alignment, and cross-team partnership

What we are looking for

• Tertiary qualification in Engineering, Computer Science, Information Technology, or related disciplines • 3–5 years' experience in project / programme management, ICT governance, or quality management • Strong analytical, communication and stakeholder management capabilities • Proactive, adaptable, and detail-oriented, with the ability to work independently and collaboratively while driving continuous improvement • Experience in government or public sector project environments and exposure to organisational transformation or process improvement initiatives will be valuable. • Project management or quality certifications (e.g., PMP, CITPM, COMIT, ISO9001) is advantageous. • Experience in quality management, governance, risk and compliance, ISO 9001/audit practices, and Agile and traditional delivery environments will be beneficial. • Individuals who are collaborative, curious, driven and committed to raising delivery standards and fostering a strong project management community All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
