What the role is

We strengthen and support families to realise the vision of making Singapore the best place for family life through our policies, programmes and publicity efforts. Strong families are the building blocks of a caring community. We want to help families realise their hopes and aspirations, strengthen familial bonds and support them in overcoming challenges. Description of Role in PTR: You will be part of the Partnership (PTR) Division to develop and curate content to strengthen families, design and execute communications and engagement plans for family programmes, and work with stakeholders and volunteers to deliver family initiatives. You will help to map the strategies and operational plan to drive the Families for Life movement in the community and nurture a community-based family-friendly support ecosystem across all stages of life. You will plan systemic upstream intervention to build family resilience and develop localised outreach strategies to impact target families through understanding and analysing ground needs. You will also contribute to the development of evidence-based marriage and parenting resources and tools, as a support resource for families.

What you will be working on

• Set out the approach and develop strategies to drive upstream, preventive measures to increase adoption of evidence-based parenting and marriage programmes and initiatives, as well as family values & education programmes for children • Design, develop and execute new programmes and initiatives or enhance existing ones for identified life segments (e.g. children, married couples, parents) to operationalise strategies from end-to-end • Work closely with internal and external stakeholders to understand the needs of residents, across different life segments, to engage and design programmes to meet their needs. • Oversee service management and develop processes to ensure service delivery quality, good accessibility and programmes’ uptake • Conceptualise funding and resourcing frameworks to ensure effective ground implementation • Coordinate and track programme KPIs and efforts to ensure that the larger strategic priorities and outcomes are achieved • For appointment as Assistant Director, you will be required to lead and supervise a small team to oversee and support division’s planning function. This includes planning the support to the Advisory Panel on Parenting (APOP), comprising experts in different disciplines relating to parenting. This includes organising deep-dive engagement sessions with the members, planning media and outreach efforts featuring members as Third Party Advocates, and working with members to develop content to support the Families for Life movement.

What we are looking for

• Tertiary qualifications in a related discipline, preferably majoring in social sciences • Excellent written, communication, and project management skills • Strong analytical, conceptualisation and problem-solving skills • Able to take a broad strategic perspective, without losing sight of ground considerations • Driven and self-motivated, able to multi-task • Able to work, engage and communicate well with different internal and external stakeholders • A team player who is willing to commit to a fast-paced, albeit fulfilling job • Relevant experience on inter-agency coordination work and programme development will be an advantage Only shortlisted candidates will be notified within 4 weeks from the closing date of this position.
