The Services Division (SVC) oversees a range of Government services and schemes that designed to enable and encourage family formation and support families through different life stages. We believe that strong families form the core of a strong society. The Baby Bonus Branch administers the Baby Bonus Scheme, which is a key initiative to support marriage and parenthood in Singapore. The Ops Policy and Planning Unit is responsible for ensuring the integrity and proper governance of the Baby Bonus Scheme, and evaluating and improving the effectiveness of risk management and control governance processes.
We are looking for individuals who are keen to contribute to MSF's mission of fostering strong and happy families to join our team.
This will be an excellent opportunity to hone your skills in (a) auditing and managing risks to support the enforcement of the conditions governing the Baby Bonus Scheme, (b) scheme administration involving operations and ops policies, and (c) planning and executing service delivery projects. What you will be working on
The role requires the individual to oversee the Risk Review team whose scope includes:
1. Audit and Risk Management
o Conduct regular audits of transactions and processes related to the Baby Bonus Scheme.
o Identify and assess risks, including potential fraud and unauthorised transactions.
o Develop and implement risk mitigation strategies to address identified vulnerabilities.
2. Fraud Detection and Investigation
o Monitor and analyse transactional data to detect anomalies and potential fraud.
o Investigate cases of unauthorised transactions and non-compliance with scheme policies.
o Collaborate with relevant stakeholders to gather evidence and resolve cases.
3. Data Analysis and Reporting
o Analyse data trends to identify systemic issues and areas for improvement.
o Prepare detailed reports on audit findings, risk assessments, and fraud investigations.
o Provide recommendations to enhance governance and operational efficiency.
4. Stakeholder Engagement and Restitution
o Liaise with Approved Institutions, Approved Persons, and parents to address discrepancies and recover monies.
o Communicate restitution demands clearly and professionally, ensuring compliance with legal and policy frameworks.
o Provide guidance to stakeholders on compliance requirements and best practices.
5. Governance and Policy Compliance
o Ensure adherence to established policies, procedures, and regulatory requirements.
o Contribute to the development and refinement of governance frameworks for the Baby Bonus Scheme.
o Support internal and external audits as required.
What we are looking for
• Good written and communication skills with at least 7 years of working experience, and at least 2 years of experience managing a team
• Good inter-personal skills working with teams and partners across public and private sectors
• Strong analytical skills, resourceful and meticulous
• Self-driven, independent and open to learning and trying new skills and areas of work
• A degree in Accounting, Finance, Business Administration, or a related field and/or professional certifications in auditing or risk management would be an advantage.
• Prior experience in auditing, risk assessment and management, grant management, compliance works or fraud investigation is preferred but not a prerequisite.
