What the role is

The Singapore Police Force (SPF) plays a critical role in keeping Singapore safe and secure with our mission to prevent, deter and detect crime. ITD drives the adoption of Instructional Technologies by collaborating with Home Team Science and Tech Agency (HTX), SPF Ops-Tech Department (OTD), training units and external partners to enhance training efficiency, and effectiveness through projects development and familiarisation training conducted for trainers and end-users. ITD manages the end-to-end process ranging from project conceptualisation, planning and procurement to ground trial, commissioning and implementation. As 3 Staff Officer, the jobholder staffs and supports Head ITD in the exploration and development of innovative instructional technologies to enhance training delivery across SPF, whilst conducting market research and strategic assessment on AI capabilities with OTD and HTX. The jobholder is required to foster key partnerships with Institute of Higher Learning (IHL) and strategic partners to explore and implement AI-enabled Training and Learning system capabilities and tools within SPF's training and learning landscape. The jobholder is also the SPF Liaison Officer for HTLMS 2.0 change management, development work scope with HTA, working with HTA and SPF units to deliver the desired Learning Management System (LMS) features and functions that meet SPF training and learning outcome. The jobholder also explores new AI-enabled initiatives and proof of concept projects with stakeholders e.g. AI Marker in assessment with ITE Simei and AI Assessor – Enhancing Evaluation Capabilities with TransCom Chatbot application and Gamification in Training and Learning. You will be placed under the Management Executive (MX) Scheme.

What you will be working on

As 3 Staff Officer in Instructional Technology Division, your roles and responsibilities includes to: • Conduct tech scan with HTX and stakeholders to identify key potential training tech projects and put up training tech development roadmap plans for SPF in next 3-5 years. • Drive and collaborate with various stakeholders and partners in the short and long-term development and implementation of innovative instructional technologies (projects/systems) to enhance training delivery across SPF and conducting market research and strategic assessments on AI integration opportunities for new or existing training tech systems • Develop and maintain oversight of developmental efforts in training technology projects and initiatives e.g. Data Analytics and RPA through collaboration with HTX, SPF OTD and training units for progress reporting at monthly department meeting or/and appropriate management meeting platform. • Prioritise and perform tasking and assignment as directed by Head Instructional Technology Division.

What we are looking for

REQUIREMENTS • Field of studies in Infocomm Technology (IT)/Computer Science/Engineering or related discipline with preferably minimum 3-5 years of working experience in the mentioned related fields. • Have good written and communication skills. • Possess good analytical and problem-solving skills. • Motivated, meticulous and driven to achieve task completion on time with strong attention to details and accuracy. • Able to work under tight deadlines and be responsive in a fast-paced environment. • Possess good interpersonal skills and able to work in teams and with stakeholders and partners. • Able to articulate and staff written submission on projects, Approval of Requirement (AOR) and developmental progress to Head/DD/Dir for clearance and approval. • Possess good acumen in strategic development of technology to draft submission governing the training technology ecosystem in SPF. • Possess good knowledge and know-how in AI and Large Language Modelling (LLM) landscape and future developments.
