Role Overview: We are looking for a Manager to oversee the contract lifecycle management of procured services (such as Training and Outreach contracts), financial administration of programme and OPEX budgets, and the implementation of robust governance frameworks to ensure compliance, accountability, and performance integrity.

The incumbent plays a key role in ensuring that public funds and partnerships are managed effectively, enabling the division to deliver national digital inclusion outcomes with fiscal discipline and operational excellence.

What you will be working on

Responsibilities:

Contract Management & Vendor Governance

  • Manage the full contract lifecycle for outsourced programme partners, including drafting, evaluation, performance monitoring, renewal, and termination.
  • Develop and implement contract management frameworks, ensuring adherence to IMDA’s procurement, financial, and governance standards.
  • Track vendor KPIs and service delivery outcomes, ensuring alignment with the Digital Ambassadors programme objectives.
  • Collaborate with legal, procurement, and programme leads to ensure contract terms reflect operational requirements and safeguard public interest.
  • Establish a vendor performance dashboard to track compliance, deliverables, and expenditure.

Financial Management & Budget Control

  • Oversee the preparation, management, and reporting of operational and programme budgets, including forecasting, variance analysis, and expenditure tracking.
  • Monitor utilisation of funds, ensuring accuracy and timeliness in financial reporting.
  • Support the Director and Senior Manager in annual budget submissions, procurement projections, and financial audits.
  • Work closely with IMDA’s Finance Division to ensure compliance with fiscal policies and financial governance requirements.
  • Identify cost efficiencies and recommend process improvements in budget utilisation and vendor payments.

Logistics and Facilities Management

  • Oversee logistics and facilities management with service providers to support training and outreach operations islandwide.
  • Ensure business continuity.

Governance, Risk & Compliance

  • Develop and maintain an internal governance framework covering risk management, process integrity, and compliance assurance for the division.
  • Conduct periodic reviews of contract and finance processes to identify gaps and strengthen internal controls.
  • Ensure compliance with IMDA, MOF, and AGD guidelines in procurement, financial management, and vendor governance.
  • Prepare reports for management and audit committees on key governance indicators, audit findings, and risk mitigations.
  • Drive continuous improvement initiatives to strengthen data transparency, reporting accuracy, and operational accountability.

⁠Stakeholder Collaboration & Support

  • Serve as the key liaison between internal departments (Finance, Procurement, Legal) and external partners to coordinate contract and budgetary matters.
  • Provide guidance to project teams on compliance, budgeting, and vendor engagement practices.
  • Support cross-divisional initiatives where financial and governance oversight is critical, such as inter-agency partnerships or special projects.

Data & Systems Governance

  • Leverage data insights to support evidence-based decision-making, vendor evaluation, and resource allocation.
  • Establish data governance protocols to improve accuracy and traceability in financial and operational reporting.
  • Work closely with the Enterprise Systems team to ensure contract and financial data are accurately captured in CRM/Tableau dashboards.

What we are looking for

Requirements:

  • At least 8 years of relevant experience in contract management, finance, or governance within a public agency or large-scale enterprise.
  • Strong understanding of public procurement processes, contract law, and financial governance frameworks.
  • Proven ability to manage large vendor contracts and complex service agreements with multiple performance metrics.
  • Competence in financial reporting, budgeting, and expenditure tracking.
  • Familiarity with audit processes, risk management, and internal controls.
  • Strong analytical, problem-solving, and sense-making skills to interpret financial and operational data.
  • Excellent written and verbal communication skills with stakeholders at multiple levels.
