What the role is

About SAFCo

The Singapore Sustainable Aviation Fuel Company (SAFCo) is a mission-driven entity supporting Singapore’s national SAF (Sustainable Aviation Fuel) policy. SAFCo manages SAF levy collection, procures SAF to meet regulated demand, and develops the voluntary SAF market. As a lean and agile startup, SAFCo is building foundational capabilities to ensure operational excellence, transparency, and credibility in the SAF ecosystem.

Role overview
The role reports to the Director of Operations. As the Levy Operations & System Manager, you will play a pivotal role in operationalising and managing the SAF levy collection framework and process, a cornerstone of the national SAF policy. This position is critical to ensuring the integrity, accuracy and efficiency of levy operations, and demand a professional with strong expertise and experience in operational management and system development within complex global payment, settlement and fund management environments. Beyond levy operations, this role will also play a role in leading the integration and optimisation of SAFCo’s enterprise operational systems, bringing together key operational processes such as SAF procurement and SAF Environmental Attribute (EA) management. We are seeking a forward-thinking individual who can combine operational excellence, system and technology capability to design and implement robust, scalable systems that support SAFCo’s mission and enable seamless collaboration across internal and external stakeholders.

What you will be working on

Levy Operations Management

  • Oversee the full lifecycle of SAF levy collection, including invoicing, reconciliation, and settlement with aircraft operators and other obligated parties.

  • Ensure accuracy, compliance, and timeliness in all levy collection and settlement processes.

  • Monitor transaction flows, resolve discrepancies promptly, and maintain audit-ready records.

  • Develop and implement robust controls to safeguard financial integrity and regulatory compliance.

  • Own and manage relationships with key partners involved in levy collection, including setting and monitoring KPIs and SLAs to ensure performance standards are met.

  • Ensure compliance with CAAS requirements and SAFCo’s internal governance framework.

  • Monitor and report levy collection performance, identify risks, and implement mitigation measures.

System Administration & Optimization

  • Manage and maintain SAFCo’s levy operations systems, ensuring stability, scalability, and security.

  • Lead integration of data flows from collection agents into SAFCo systems for reconciliation and reporting.

  • Identify opportunities for automation and process improvement to enhance efficiency and reduce manual intervention.

  • Collaborate with IT and external vendors to implement system upgrades and new functionalities.

  • Develop forecasting models for levy collection to support SAF procurement planning.

Data Integrity & Reporting

  • Ensure data accuracy across all operational systems and reporting platforms.

  • Generate and analyze operational reports to support decision-making and compliance requirements.

  • Establish data governance standards and maintain documentation for audits and regulatory reviews.

  • Provide accurate and timely reports to regulators for validation and verification.

  • Support audits and ensure transparency in levy-related financial flows.

Stakeholder Engagement

  • Work closely with internal teams (Finance, Procurement, Market Development) and external partners (aircraft operators, registries, certification bodies, industry bodies) to ensure smooth levy operations.

  • Provide operational support for onboarding new stakeholders and resolving queries related to levy processes.

  • Represent SAFCo in technical discussions with industry partners to align on standards and best practices.

Continuous Improvement & Strategic Technology Projects

  • Lead initiatives to enhance operational resilience and scalability of levy operation

  • Support integration of SAF procurement and Environmental Attribute (EA) management with overall levy operations.

  • Act as SAFCo’s technology lead, responsible for implementing and integrating ERP systems, financial reporting tools, and procurement systems.

  • Manage integration with external SAF registries and ensure interoperability with SAFCo’s internal systems.

  • Drive digital transformation initiatives to strengthen SAFCo’s technology ecosystem and operational efficiency.

What we are looking for

  • Experience: 8 - 12 years of experience in operations management, system administration, and technology integration in financial operations. Ideally, with some familiarity with aviation industry operations and experience in ERP implementation and digital transformation projects.

  • Expertise: Strong understanding of financial operations, ideally in billing, payment and settlement process, compliance frameworks and data governance. Proven experience in process optimisation, automation, technology and system customisation and integration

  • Skills: Strong project management, stakeholder engagement, workflow design and development capability, operational discipline, documentation capabilities and analytical skills.

  • Mindset: Detail-oriented, proactive, and comfortable working in a fast-paced startup environment.

  • Collaboration: Able to work cross-functionally with procurement and operation with SAFCO, with legal, finance and internal audits within CAAS and with wider aviation ecosystem partners.

  • Comfortable working in a startup environment with multi-hat responsibilities and cross-functional collaboration.
