What you will be working on
The incumbent will support the Chief Data Officer (CDO) in establishing data governance frameworks and overseeing the implementation of data infrastructure to ensure that data serves as a strategic asset for informed decision-making and operational excellence. The incumbent also serves as the Single Source of Truth (SSOT) custodian for the RIE grants dataset and is responsible for ensuring that the RIE grants datasets remains consistent, reliable, and trustworthy across all applications and decision-making processes.
Data Governance and Management
• Oversee the establishment and maintenance of data governance frameworks, including policies, standards, and procedures.
• Ensure data quality, integrity, and security across all NRF’s data assets whilst managing compliance with relevant regulations and industry standards.
• Ensure adherence to regulatory requirements, privacy laws, and relevant policies governing data handling.
Compliance and Risk Management
• Ensure Single Source of Truth (SSOT) operations comply with relevant regulations, privacy laws, and relevant policies.
• Maintain comprehensive audit trails and documentation for regulatory compliance purposes.
• Ensure security measures are in place to protect sensitive data and manage risks associated with data breaches or unauthorised access.
Data Stewardship of RIE Grants datasets
• Maintain definitive, authoritative versions of RIE grants datasets, ensuring there is one official source for critical information.
• Implement quality control processes to validate, cleanse, and maintain data integrity.
• Implement and manage user access controls, authentication systems and data distribution protocols.
• Develop and maintain data standards, definitions, and metadata documentation for RIE grants data. This includes creating data dictionaries, establishing naming conventions, and ensuring consistent interpretation of data elements across all users.
• Oversee the implementation of a scalable RIE grants data infrastructure.
What we are looking for
• At least 5 years of relevant work experience in data management, IT governance and compliance or related fields.
• Strong knowledge of relevant data protection and privacy regulations, IM8 requirements and best practices.
• Effective communication and interpersonal skills.
• Ability to work independently and work as part of a team.
• Strong analytical and problem-solving capabilities.

The National Research Foundation (NRF) was set up on 1 January 2006 as a department under the Prime Minister's Office. It was set up to perform the following:
a) To provide secretariat support to the Research, Innovation and Enterprise Council (RIEC), chaired by the Senior Minister;
b) To coordinate the research of different agencies within the larger national framework in order to provide a coherent strategic overview and direction;
c) To develop policies and plans to implement the five strategic thrusts for the national R&D agenda; and
d) To implement national research, innovation and enterprise strategies approved by the RIEC, and to allocate funding to programmes that meet NRF's strategic objectives.
