The role of Deputy Director (Research Analytics) is to support the Director in leading a team of data analysts to uncover meaningful insights that can guide and enhance communication strategies. It involves working with and synthesising data from multiple sources – at both national and segmented levels – to identify trends and distil findings into actionable insights.

What you will be working on
The role includes supervising and guiding data analysts to complete a range of data-related processes and tasks, including data acquisition, cleaning, validation, processing, fusion, analysis (both quantitative and qualitative), visualisation and reporting. It also requires flexibility and creativity to think beyond numbers, and to present and explain data insights in a clear and impactful way to stakeholders.
Hence, the ideal candidate needs to be resourceful, proactive, have strong communication and interpersonal skills, able to lead, guide and work well with a team, good at planning and problem solving, able to multi-task well, adaptable, and able to deliver results under tight deadlines.
At the same time, the candidate also needs to have sufficient experience and expertise in research and data analytics. This includes having a sharp analytical mind, attention to detail, emphasis on data accuracy, the ability to make sense of complex data, and the ability to exercise sound judgement in drawing conclusions from data. The candidate should also have hands-on technical proficiencies and experience in using data-related software, tools and programming languages.
What we are looking for
Qualifications and Experience
• Post-graduate / graduate degree in data science or related areas (statistics, business analytics). Alternatively, post-graduate / graduate degree in the computer science, physical sciences, engineering or social sciences with a strong data or quantitative or qualitative research background.
• At least 8 years of prior working experience in fields such as research, data, statistics or related fields (preferably within the public sector), with at least 3 years in a supervisory position.
Technical Proficiencies
• Strong knowledge of research design, sampling methodologies, and statistics.
• Technical proficiency in Microsoft Office, especially Excel.
• Technical proficiency or experience with tools like R, Python, Tableau (or other data visualisation tools), geospatial processing (e.g. QGIS), data mining, predictive modelling and/or machine learning would be an advantage.
Skillsets, Abilities and Interests
• Strong leadership, communication and interpersonal skills; able to lead, guide and work well with a team.
• Passion for solving problems with data and a data-driven mindset, but also the flexibility and creativity to think beyond numbers.
• A sharp analytical mind, attention to detail, emphasis on data accuracy, the ability to make sense of complex data, and the ability to exercise sound judgement in drawing conclusions from data.
• Ability to simplify and explain complex analyses in a clear and impactful way to non-technical audiences.
• Keen interest in a career with the Civil Service
• Interest in national policies and issues.
