What the role is

The Strategic Planning and Policy Division (SPPD) in the Ministry of Law oversees the ministry’s strategic planning process, transformation efforts, and the development and review of policies relating to community legal services. While officers are hired for specific roles within the division at the start, officers have the opportunity to work in different or multiple sections within the division, taking into consideration the officers’ competencies and development needs, as well as the needs of the division.

What you will be working on

As an Assistant Director / Senior Executive in the Policy Office, you will be developing and reviewing policies and legislation to enhance access to justice and community legal services, including: (i) The provision of civil legal aid and criminal legal aid, to support vulnerable persons and persons of limited means in accessing legal services; (ii) The community mediation framework, to support the amicable resolution of community disputes through community mediation services; (iii) The provision of public trustee services, to support persons of limited means to manage deceased estates and un-nominated CPF monies; (iv) The insolvency framework, to balance the interests of insolvent persons, creditors, and the wider society; (v) The regulation of moneylending and pawnbroking, to ensure safe access to credit for the vulnerable; and (vi) The supervision of precious stones and metals dealers, to counter money laundering, terrorism financing, and proliferation financing. You will also need to assess and oversee the communication and operationalisation of new policy recommendations, and ensure good governance of public funds. In carrying out your role, you will engage key stakeholders and industry players, gather feedback, and conduct research and analyse data. You will work closely with the operational departments within MinLaw, such as the Legal Aid Bureau, the Public Defender’s Office and the Insolvency and Public Trustee’s Office, and also with external agencies and stakeholders, such as the Judiciary and Pro Bono SG. You will also need to assess and develop funding proposals, legislative amendments, public communications plans etc as part of policy and programme implementation. The ability to understand and assimilate divergent views across strategic imperatives, policy considerations, and operational implications will be critical.
