Senior/ Lead Manager, School Cockpit Admin Centre – School Operations Insights

As a Senior/ Lead Manager, School Cockpit Administration Centre (SCAC) (School Operations Insights) in the School Division, you will drive data-informed school operations and excellence in student learning outcomes, spearhead the transformation of how schools leverage data from our student management system and related applications, and work closely with Digital Excellence & Products Division (DXD), schools, MOE HQ divisions, and external partners to unlock insights that improve educational administration and student success. You will be the strategic data enabler who transforms raw operational data into actionable intelligence, ensuring educators, school leaders, and relevant MOE HQ divisions have the insights they need to make decisions that directly impact student learning effectiveness and student well-being.

• Drive strategic alignment between student management system data initiatives and broader MOE educational objectives, ensuring data insights directly support improved school operations and student learning outcomes • Build an integrated data infrastructure and analytics capabilities that consolidate information from the student management system and related school applications into actionable dashboards for educators and school leaders • Pioneer data-driven operational frameworks that help schools optimise administrative workflows, freeing up educators’ time to focus on student-centred activities • Establish trusted data governance practices that ensure data security, privacy compliance, and ethical use while enabling schools to leverage data for continuous improvement • Develop comprehensive data literacy programs and training resources for system users, guiding schools on strategic use of data to enhance educational decision-making • Partner with HQ divisions, schools, and vendors to identify emerging data opportunities and implement innovative analytics solutions that support educators’ productivity and students’ success while ensuring business continuity for schools in the event of technical disruptions

• Proven track record in managing complex data systems, analytics initiatives, or digital transformation programs in educational or mission-critical environments • Strong understanding of data analytics, metrics framework design, and their application in educational and operational contexts • Excellent project management skills with experience in managing complex stakeholder environments and agile methodologies • Outstanding interpersonal and communication abilities, with demonstrated strength in translating technical concepts for diverse audiences • Experience in building data literacy and capability programs • Familiarity with data visualisation tools (Tableau, Power BI) and analytics platforms • Understanding of data governance, privacy compliance, and ethical data practices As part of the processing of your application, you may be required to undergo a medical examination that will be fully paid by MOE.
