What the role is

Are you passionate about shaping community engagement and citizen focussed policy-making in Singapore? We are seeking a Manager with 2-3 years of experience in public communications, community engagement, or policy implementation to join our dynamic team.

You will support government agencies in implementing targeted outreach initiatives for the community, including executing engagement strategies to strengthen government-citizen partnerships.

Your role requires interpretation of data, including behavioural insights and life-stage specific challenges to help you develop clear, relevant, and accessible communications content for diverse communities.

What you will be working on

Key work areas include:
1. Engagement Strategy & Outreach: Support the implementation of outreach plans that foster inclusive citizen participation across multiple demographics. Assist in ensuring that diverse sectors of the community are represented in government policy-making processes.


2. Message Testing & Communications Content Development: Support message testing initiatives to assess the relevance and effectiveness of public communications initiatives. Develop content that makes government support programmes and initiatives accessible and meaningful for citizens at different life stages.


3. Digital Innovation & Engagement Tools: Keep abreast of new technologies to enhance citizen engagement experiences. Support research on emerging engagement technologies, platforms, and digital capabilities that can improve outreach efficiency and extend reach to a broader audience.


4. Data-Driven Insights: Analyse existing data to support the development of recommendations for refining citizen engagement strategies. Use available demographic and behavioural data to inform initiatives, ensuring they are aligned with the community's evolving needs.


5. Network Growth & Capability Building: Support partnership opportunities and contribute to building organisational capabilities to strengthen the government-citizen relationship.


6. Systems Thinking & Process Optimization: Apply systems thinking to support the development of frameworks that streamline engagement processes and improve efficiency. Identify opportunities for process improvements that enhance citizen participation.
