You will lead a small and pro-active team, working closely with other sections within the General Administration Branch and other branches in Corporate Affairs in MFA in the areas of contract management, procurement and project management.
You and your team have the opportunity to formulate and advise others on contract, procurement and project terms and conditions including KPIs such as timeline and budget that will deliver the most optimal outcome for MFA and in line with public sector best practices and rules.
You will oversee and manage key contracts related to integrated facilities management and development, as well as key infrastructure projects of the Ministry. You will also have the opportunity to manage and provide advice on specialised procurement and contracts, such as those related to the upkeep of MFA’s heritage building, the Old Tanglin Officers’ Mess (OTOM) in addition to the Main building, the newer Annex building and other offsite buildings that are under MFA’s responsibility.
As the section head, you should exercise exemplary leadership – organised, action-oriented and encouraging of learning; in addition to showing care and empathy for your section members so that the team is greater than the sum of its parts. You should also leverage on and continue to develop your own knowledge of the latest procurement and contract management tools, industry trends, rules and guidelines, to ensure that the General Administration Branch’s processes, contracts and others are effective and fit-for-MFA’s purpose.

What you will be working on
You will manage the full lifecycle of procurement and contracts for MFA's General Administration portfolio, from tender preparation and evaluation to contract award and performance monitoring. This includes reviewing the Integrated Facilities Management contract, term contracts, and specialist contracts for building systems across MFA properties.
You will conduct periodic reviews to ensure compliance with government procurement regulations, key performance indicators and incorporation of industry best practices.
You will lead major building projects including Addition & Alteration works, Repair & Restoration works, and infrastructure upgrading projects.
Your interaction and engagement with the Singapore built-environment and project management ecosystem will help to deepen MFA’s contract management knowledge and expertise, ensuring value-added outcomes for the General Branch’s procurement contracts. This knowledge should also be shared with others within the Corporate Affairs Directorate and in the Ministry.

The post is suitable for graduates with a degree in Building/Construction, Civil Engineering, Project Management, or a related field. Salary will commensurate with experience.
