Head, Systems & Applications assists Deputy Director, ICT Solutions in implementing effective and timely ICT solutions for Central Narcotics Bureau (CNB), Singapore Prison Service (SPS) and Yellow Ribbon Singapore (YRSG), and to keep the lights on for CNB’s ICT systems. This jobholder assists DD ICT Solutions in driving and developing strategic and long-term enterprise architecture plans to ensure congruence with CNB, SPS and YRSG transformation and strategic directions.
This jobholder is responsible for the strategic planning and development of ICT applications in CNB, SPS and YRSG. This jobholder leads in the development of the enterprise application architecture for the CNB, SPS and YRSG and is responsible to ensure that all applications and its components adhered to the enterprise application architecture. This includes the ICT application integrations with engineering systems and data exchanges between the systems.

What you will be working on
As part of the implementation plans for ICT applications, this jobholder leads in the change management plans to ensure that business processes that are disrupted by the implementation of the systems are addressed and communicated to the business owners. This jobholder proposes improvements and enhancements in ICT applications, in terms of both function and business process changes where applicable. The jobholder also manages Day 2 Ops for CNB ICT applications.
In addition, this jobholder is responsible to implement system and process changes due to IM8 or other policy revision. This includes the review of ICT policies and introduction of new policies and SOPs where required. The jobholder is a member of the CNB Change Authority Board and is responsible to review the changes required in the ICT applications and its impacts to the CNB’s enterprise architecture, and supports the approval for the changes.
This jobholder also works with other HTX units and oversees the implementation of WOG and MHA central ICT initiatives and services.
• Support DD ICT Solutions in transforming the HTD by leveraging ICT as a strategic tool in the HTD’s business strategy. Generate innovative ideas for business transformation which are impactful to CNB, SPS and YRSG.
• Identify and capitalise on opportunities to leverage ICT to transform CNB.
• Support DD ICT Solutions to drive and develop strategic and long-term enterprise architecture plans to ensure congruence with CNB, SPS and YRSG transformation and strategic directions.
• Manage the delivery of ICT systems, projects, and services to meet users’ needs.
• Liaise with users and management to identify business needs as well as to ascertain the effectiveness of existing applications.
• Plan and coordinate the processes required for the provision of user applications and systems necessary for business operations.
• Develop estimates and task plans for the design and implementation of user applications.
• Formulate application development and maintenance strategies to optimise on current applications and improve standards.
• Assist DD ICT Solutions in the development and maintenance of the ICT governance framework for managing ICT projects, budgets, and resources.
• Set and implement/enforce standards and policies in relation to technology, quality, IT security, risk and project management.
• Control and recommend operations and development budgets.
What we are looking for
• A Bachelor’s degree in Computer Science, Computer, Information Technology, Software Engineering or related field.
• 6-10 years of ICT project and vendor management experience.
• 3-5 years in managing a team of engineers in delivering ICT projects.
• Knowledge of application development tools and ICT infrastructure (such as application development platforms, middleware and databases, infrastructure platforms and security).
• Familiar with IM8 and Whole-Of-Government (WOG) directives and standards.
• Ability to work under pressure with tight deadlines.
• Possess good communication and people skills in dealing with both internal customers as well as external parties such as vendors and external government agencies.
• Good team player and strong leadership skills to manage multiple parties with differing agendas.
• Meticulous in planning and the ability for systems thinking.
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
