The Communications, Engagement and Partnerships Department (CEPD) under the Assurance, Care and Engagement (ACE) Group of the Ministry of Manpower is dedicated to working with NGOs, community partners, government agencies and other stakeholders to improve the well-being of the 1.4 million-strong migrant workforce in Singapore. It is a purposeful endeavour that presents many exciting opportunities for the co-creation and co-delivery of solutions in caring for and uplifting our migrant workers (MWs) and migrant domestic workers (MDWs).
You will engage and partner stakeholders, such as employers, trade associations and foreign embassies, in support of ACE Group’s mission. In addition, you will oversee the Settling-in Programme (SIP) for migrant domestic workers (MDWs) new to Singapore, as well as the Employers’ Orientation Programme (EOP) for first-time employers of MDWs. These programmes aim to equip MDWs with the knowledge to adapt to Singapore and settle in safely, while helping MDW employers better understand their role and responsibilities.

What you will be working on
• Stakeholder engagement: Identify and prioritise stakeholders, build and sustain relationships with stakeholders.
• Design engagement: Design engagements that are aligned to ACE/MOM’s objectives, using appropriate engagement and partnership strategies and techniques. Design interventions to amplify and close the loop for engagements.
• Mobilise: Identify strengths and capability gaps of partners in relation to ACE/MOM’s policy objectives. Communicate the value proposition for partners to come on board the policy or initiative.
• Grant administration and governance: Administer grants, monitor project milestones, budget and KPIs.
• Programme management: Oversee the MDW SIP and EOP, which includes reviewing content and working with accredited training providers to ensure the SIP and EOP remain relevant, accurate and aligned to MOM’s objectives.
What we are looking for
• At least 4 years working experience in stakeholder engagement and partnership role, preferably with employers and/or trade associations.
• Experience in grant administration would be an advantage.
• Strong communication, writing and interpersonal skills.
• Ability to work collaboratively with diverse partners and navigate diverse viewpoints.
• Agile, adaptable and able to think critically and practically.
• Meticulous and driven.
