What the role is

You will be part of the Resources team in the Transformation & Resources Department. The team oversees organisation development, capability building, staff engagement and manpower planning to ensure a healthy division.

What you will be working on

In your role, you will be responsible for the following: 1. Strategic Workforce Planning and Organisation Development: Develop and implement workforce development strategies aligned with MOM's business objectives, conducting environmental scans and translating priorities into actionable learning roadmaps. Partner with senior leadership to identify capability gaps and design interventions that build organisational readiness for transformation. 2. Employee Engagement and Culture Development: Develop and implement strategies to enhance employee satisfaction, foster positive workplace culture and promote collaboration within FMMD and MOM. Identify process improvements to enhance engagement, productivity and capability. 3. Communications and Stakeholder Management: Design communication materials to inform officers of training and initiatives. Partner with internal and external stakeholders including FMMD senior management, MOM Academy and vendors to ensure programmes are relevant and impactful. 4. Training Needs Analysis and Programme Development: Diagnose training needs through competency assessments, performance analysis and stakeholder consultations. Design and implement learning interventions combining classroom training, experiential learning and digital platforms. Organise learning programmes, workshops and seminars tailored to MOM's competency frameworks. 5. Evaluation and Continuous Improvement: Measure training effectiveness through robust evaluation frameworks, utilise data analytics to generate insights that inform programme refinement and demonstrate return on investment. 6. Resource Management: Oversee budget to ensure optimal resource allocation whilst delivering high-impact programmes.

What we are looking for

• Minimum 2 years of hands-on experience in organisation development and training initiatives • Can translate high-level strategy into executable plans • Good analytical, problem-solving skills and Strong time management skills, including the ability to adapt, manage multiple projects simultaneously and work under pressure to meet tight timelines. • Strong stakeholder management and interpersonal skills • Good written and oral communication skills • Self-motivated and able to work independently with minimal supervision. • Strong team player, proactive, resourceful with good initiative and positive attitude.
