The Challenge
The operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi-faceted, which impact the way the Public Service operates and organises itself. Internally, the changes in workforce profile have necessitated a new approach in how the workplace is designed, while the pervasiveness of technology has fundamentally changed the way we conduct our business.
To prepare the Public Service for these changes, we are on a journey in Public Sector Transformation (PST). We support the progress of strategic priorities through designing and establishing systems and structures for governance and progress assurance. We seek to continually transform the Public Service to better serve Singaporeans, by identifying the overarching themes of change which are relevant to the Public Sector, curating the shifts that we will need to undertake to future proof the Public Sector and translating these shifts into actionables to spearhead transformation efforts in the Ministries and Statutory Boards.

What you will be working on
Key Responsibilities
You will be part of the Public Sector Transformation (PST) Cluster and will report to Assistant Director (Strategy).
The PST Cluster leads the Whole-of-Government PST movement, building a Public Service capable of shaping Singapore's future in an increasingly complex global environment. As we enter the Next Bound of PST, the ambition extends beyond incremental improvements to fundamentally reimagining how the Public Service operates and delivers value.
• As strategist, PST sets the vision, strategy, and outcomes by making sense of sentiments and emerging trends, establishing governance structures to achieve ambitious, aligned targets that position the Public Service for the decade ahead.
• As change catalyst, PST determines the scale and pace of transformation, driving business process re-engineering and deploying enablers across stakeholder journeys for deep, pervasive impact.
• As mobiliser, PST deploys mass initiatives to engage leaders and officers, ensuring PST remains real, relevant, and relatable to all public officers and their work.
As Manager/Senior Executive (Strategy), you will be responsible for driving key elements of our Whole-of-Government strategy for PST. You will have the opportunity to:
• Collaborate with partner agencies in Centre-of-Government (e.g. PMO-SG, MOF, MDDI, S&TPPO) and across Whole-of-Government to:
o Situation PST directions within the Whole-of-Government priorities
o Provide strategic guidance on PST directions and key initiatives to agencies
o Support Senior Public Sector Leadership in mobilising engagement of the broader base of officers
o Coordinate and provide resourcing support and expertise (e.g. organisational development capabilities) to enable and catalyse transformation efforts
• Enhance PST strategic foresight and planning capabilities by:
o Monitoring global transformation trends through horizon scans and private sector benchmarking
o Strengthening ground sentiment analysis via large-scale surveys and targeted focus groups
o Undertaking thematic thought pieces (e.g. on productivity, agility) to better understand the key drivers
o Cultivating knowledge and networks across transformation units to improve public sector performance
o Analysing data to drive decisions on the key focus areas for PST and proactively identifying emerging opportunities for impact
• Perform secretariat duties and support agenda setting for inter-agency platforms and committees to advance PST
You will also have the chance to undertake roles from different teams within the PST Cluster, when opportunities arise.

Competencies
• [Thinking Clearly and Making Sound Judgements]: Strong analytical and critical thinking abilities in the strategic futures realm. Able to work with ambiguity and loosely defined problem spaces, and investigate to sense-make and propose sound and timely solutions.
• [Creative Thinking and Problem Solving]: Contextualise and apply design methodologies and processes to uncover insights and solve specific challenges for agencies and guide stakeholders to transition through the phases of empathy, inspiration, ideation and implementation. This would involve generating diverse ideas and iterating prototypes to develop deeper understanding of the design and test the usability and functionality.
• [Working Effectively with Citizens and Stakeholders]: Work closely with other public service agencies in their efforts to reach out to citizens and public officers to deepen understanding of the issues on hand in an empathetic manner. Influence and mobilise all parties to see beyond individual goals towards a collective purpose, and to co-create solutions for a common good.
• [Relevant Experience and Track Record] Prior public service experience in the fields of strategic planning, organisational development/design, change management, capability development, resourcing, and/or organisational transformation is preferred. As you will drive Whole-of-Government PST efforts from a Centre of Government vantage point, you should demonstrate the nous to coordinate strategically across Ministries and Statutory Boards. A proven track record of successfully managing challenging and difficult portfolios, in public or private organisations, will also be viewed favourably.
