What the role is

You will be part of the finance shared services team in Ministry of Health that manages budget, financial reporting, and financial operations for our MOH Professional Boards (Singapore Medical Council, Singapore Dental Council, Singapore Nursing Board, Singapore Pharmacy Council and Traditional Chinese Medicine Practitioners Board), Professional Bodies (Allied Health Professions Council and Optometrists and Opticians Board) and Accreditation Boards (Family Physicians, Specialists, Pharmacists and Dentists). Reporting to the Assistant Director, you will be involved in budgeting, financial and management reporting, costing reviews and external audits. There will also be opportunities to rotate to other Units within the MOH Financial Resource Management Division – Budget, Procurement, Financial Operations & Control and Risk Management Unit – which oversees finance functions for the Ministry. What you will be working on

• Provide advice and support to MOH Professional Boards on financial matters as business partners; • Perform the role of accounts manager for the Professional Boards, Professional Bodies and Accreditation Boards, acting as point of contact for their finance queries and needs; • Prepare management reporting, such as quarterly report, bank reconciliation, budget utilisation, financial analysis, and data analytics; • Oversee overall financial health of Professional Boards including cash flow management to ensure sufficient cash flow to meet working capital and unforeseen spending needs. • Conduct costing/fee revision to ensure cost recovery and seek MOH's funding to ensure financial sustainability of MOH Professional Boards; • Perform year-end closing which includes preparation of full set of accounts according to Statutory Boards-FRS reporting requirements, audit schedules and liaison with external and internal auditors as well as presentation for approval to Audit Committees; • To appoint common external auditor for annual audit of MOH Professional Boards’ financial statements; • Secretariat for Finance Committee Meeting and Audit & Risk Committee Meeting; • Seek approval from the Board/Council for finance related matters such as budget, fee revision, etc. • Review of MOH Shared Services Fee to MOH Professional Boards for cost recovery. • Prepare returns / submissions to relevant government bodies, such as Ministry of Finance and Accountant General Department; • Handle ad-hoc projects / responsibilities as assigned by Supervisors.

What we are looking for

What are we looking for? • Tertiary qualifications in Accountancy or Finance. MOH is an ISCA Approved Training Organisation. Candidates who are pursuing their finance studies on part-time basis are welcome to apply for this full-time position. • At least 3+ years of working experience in finance or audit. Experience in public sector finance will be an added advantage. • Good teamwork and inter-personal skills to work well with and engage other Divisions. • Good writing and strong communication and presentation skills. • Committed, responsible and self-driven with good working attitude. • Good project management and analytical skills. • Proficient in Microsoft Office tools. • As part of the shortlisting process for this role, candidate may be required to complete a medical declaration and/or undergo further assessment.
