Senior Manager/Manager (Data Governance)

What the role is

The goal of Family Life Group (FLG) is to nurture a family-friendly society by strengthening family resilience through all stages of life, and to support families to overcome early risks and challenges to family relationships. The Operations Planning & Transformation (OPT) Division is responsible for corporate planning, transformation, data and digitalisation, capability development and engagement strategies for FLG.

What you will be working on

• Drive the development, implementation, and continuous improvement of FLG’s data governance framework, policies, and standards • Translate enterprise-level data governance directives into actionable FLG-specific processes and guidelines • Provides strategic advisory to the OPT Director and Deputy Director on data governance risks, governance risks, opportunities and capability gaps • Champion a culture of responsible data use, data quality, and data stewardship across FLG divisions • Provide overarching guidance and support to DDS and PDS across FLG divisions • Establish clear stewardship roles, responsibilities and escalation pathways • Facilitate cross-division alignment on data definitions, metadata standards, and data quality requirements • Monitor stewardship maturity, identifying areas for capability uplift • Lead initiatives to assess, monitor, and improve data quality across key FLG datasets • Oversee the development of data quality metrics, dashboards, and remediation plans • Ensure compliance with MSF data governance policies, data protection requirements, and regulatory obligations • Coordinate data-related assessments and support audit responses • Partner with ITG on data architecture, data flows, system enhancements, and data lifecycle management • Work with DGO to ensure alignment with enterprise data governance frameworks, standards and reporting requirements • Collaborate with MDDI on data sharing and data-driven initiatives supporting FLG outcomes • Represent FLG in inter-agency data governance committees and working groups • Develop and deliver training, playbooks and communication materials to uplift data governance literacy across FLG • Lead change management efforts to embed data governance practices into daily operations • Provide coaching and advisory support to stewards and operational teams

What we are looking for

Educational Qualifications • Degree in Data Science, Computer Science, Statistics, or related field would be advantageous • Professional certifications in data management or data governance (e.g. DAMA) would be advantageous Relevant Experience • 5-7 years of relevant experience in data governance, data modelling, data management, audit or related domains • Demonstrated experience in developing data policies, standards and frameworks • Practical experience in data quality auditing, data governance tools, data catalogues and dashboard development • Experience working in public sector, social sector, or complex multi-stakeholder environment is advantageous • Understanding of data protection regulations (e.g. PDPA, PSGA) • Prior experience leading data governance initiatives or steward networks is preferred Personal Characteristics and Behaviours • Strong analytical and problem-solving skills with attention to detail • Systematic and process-oriented approach to work • Ability to translate technical concepts for non-technical audiences • Excellent stakeholder management, change management, influencing and communication abilities • Coaching and capability building abilities • Collaborative mindset with ability to build consensus across diverse stakeholders • Ability to work independently and manage multiple priorities • Continuous improvement orientation with focus on uplifting FLG data governance • Integrity and commitment to maintaining data confidentiality and security
