The position is under the Product Management Practice of Government Technology Office (GTO) in GovTech, and reports to the Practice Head. The Product Management Practice determines GovTech’s overall product direction to solve national priority problems, and how GovTech should serve as the Government’s centre of excellence for digital products.
The candidate should be passionate about creating impact with technology. The mission of the job is to drive high value digital products across the Singapore Government. This will involve applying product management principles to design policies/mechanisms (your “product”) to effect behavioural change, or make direct interventions to solve problems, harness opportunities or clear barriers. Given the dual policy and product nature of the job, the candidate will work at the cross-section between technology policy and product management/engineering/design.
Hands-on Agency Interventions. Beyond policy and strategy work, the candidate will be expected to work hands-on with agencies to solve critical problem spaces. This involves embedding with agency teams to understand their challenges firsthand, co-creating solutions, and directly supporting the implementation of high-impact digital products. The candidate should be comfortable rolling up their sleeves to conduct user research, facilitate workshops, prototype solutions, and work alongside agency product teams to overcome blockers. This hands-on approach ensures that policies and frameworks developed are grounded in real operational challenges and that GovTech maintains deep expertise in solving actual problems rather than just setting direction from afar.
Within GovTech. The candidate will help to form the overall product vision/strategy for GovTech by ensuring that GovTech’s products fulfil national priorities, opportunities and problem spaces across the Singapore Government. The candidate will then support the creation of policies, mechanisms and interventions to carry out this product vision/strategy with optimal resource allocation, such that GovTech continues to fulfil its mission of delivering products with maximum value.
As PMP will serve as GovTech’s thought leader in product management practices, the candidate will also support in uplifting product management capabilities of product teams across GovTech through system-wide interventions, and provide guidance and mentorship to teams on product direction or strategy.
The above may include policy or resourcing framework adjustments, cross-team negotiations or effecting change management; the candidate should be comfortable handling these areas.
Across Whole-of-Government. The candidate will also help to shape and implement WOG policies to drive product excellence across WOG, e.g. reviewing funding processes, encouraging greater innovation, and encouraging pivots. Where problems that hinder product excellence are identified, the candidate will also be expected to directly intervene in some key problem spaces, to quickly harness new opportunities, or clear barriers. These may involve legal regulations, policy issues, resourcing frameworks, or cross-agency negotiations.
