What the role is

The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental authority for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7 in early childhood development centres (ECDCs i.e. kindergartens and childcare centres). ECDA’s Sector Planning (Infrastructure Planning) team is responsible for the planning, design and development of ECDCs, to meet the demand for preschool services in Singapore. This is a critical function to achieve Government’s goal of providing accessible, affordable and quality preschool services for young families. We are seeking individuals with a keen interest in the formulation and review of operational policies related to the planning, design and development of preschool infrastructure.

What you will be working on

You will develop and review the approach to plan for future demand and supply of preschool places, by harnessing insights from preschool-related data and monitoring fast-changing trends in the sector. One key effort is working on the preschool demand projections model, to which this role will need to be adept in. You will work with the policy directorate in MSF to assess the impact of new policy recommendations and translate them into guidelines and parameters for operationalisation. You will also work closely with the Infrastructure Planning team members to understand ground realities and implementation challenges. Beyond MSF, you may work with other government agencies and industry partners to conduct studies, feasibility assessments, evaluate proposals and guide implementation efforts to ensure the realisation of preschool infrastructure plans. You will also facilitate cross-divisional coordination and stakeholder engagement in the development and communication of operational policy reviews. What we are looking for

• At least 2-3 years of relevant working experience in strategic planning, policy or operational policy; • Strong analytical and critical thinking abilities; • Able to write and communicate clearly and persuasively; • Able to take a broad strategic perspective, without losing sight of ground considerations; • Team player who is able to engage and communicate well with diverse stakeholders; • Proficient in data analysis and data visualisation; experience working with geospatial planning tools would be an advantage.
