What the role is

In the Vector Control Policy Department (VCPD), you will be part of the team that works closely with key divisions to analyse and draw up vector control policies, strategies, regulations as well as propose new concepts to achieve more effective means of vector control operations. In this role, you will support the review, development, and implementation of policies and regulatory frameworks governing the Vector Management Industry, ensuring alignment with NEA’s strategic objectives and statutory requirements.

What you will be working on

You will be responsible for the following:

  • Support and drive overarching initiatives to regulate and uplift the vector control industry, including industry licensing fee reviews and efforts to improve industry professionalism, skills, and compliance standards.
  • Conduct research and policy analysis to identify local and international best practices, emerging trends, and regulatory requirements relevant to vector management, and translate findings into practical policy recommendations and implementation strategies.
  • Evaluate existing policies and regulations to ensure prescribed requirements are complied with and recommend updates or revisions where necessary.
  • Review and amend key legislation and subsidiary regulations in consultation with the Legal Department, conducting regulatory gap analyses to ensure policies remain current, enforceable, and aligned with industry practices and public health outcomes.
  • Review and provide inputs to training frameworks, course syllabus, and competency requirements required by the industry to ensure alignment with regulatory and operational needs.
  • Drive comprehensive reviews of operational documents such as the corporate webpage, Standard Operating Procedures (SOPs), Working Instructions (WIs), and Code of Practice (COPs), to ensure NEA operational officers and the industry align with NEA’s strategic and operational priorities.
  • Collaborate with cross-functional teams to gather inputs and feedback on proposed policies and ensure alignment with stakeholder needs.
  • Engage industry stakeholders to communicate policy changes and updates and provide guidance on policy interpretation and implementation.
  • Handle queries, feedback, and appeal cases related to policies and regulatory requirements.
  • Coordinate meetings, prepare papers, track follow-up actions, and provide secretariat support to committees and working groups.
  • Any other ad hoc duties assigned.

What we are looking for

  • Prior relevant working experience in policy formulation and stakeholder engagement will be an advantage
  • Strong analytical and sense-making skills
  • Excellent communication and writing skills to engage stakeholders across different levels
  • A good team player who enjoys interacting and working with others
  • Self-driven, able to work independently and multi-task
  • Proficient in Microsoft Office applications
