What the role is

The Municipal Services Office (MSO) in the Ministry of National Development (MND) leads the Hoarding Management Core Group (HMCG), an inter-agency committee that coordinates efforts across agencies to resolve protracted and severe hoarding cases. The HMCG supports the New Environment Action Team (NEAT), an Alliance for Action intended to coordinate hoarding management efforts across the public, people and private (3P) sectors to address hoarding issues in a more holistic and sustainable manner. In addition, the Community Relations Unit (CRU) in MSO is piloting a new concept of operations to tackle severe neighbour noise disputes and hoarding cases. These include cases where the severe hoarding has affected surrounding neighbours, and cases where the hoarding behaviour could be due to an underlying mental health condition. Besides providing secretarial support to the HMCG and NEAT, your primary roles will be in case management and hoarding operations policy and planning.

What you will be working on

Your key responsibilities would include the following: • Managing and working towards the resolution of complex hoarding cases by gathering facts, assessing and triaging cases, and coordinating actions with stakeholders (e.g. partner agencies and NEAT community partners). • Collating and organising case information for timely updates and tracking. • Supporting the NEAT members and building the NEAT ecosystem, including through the organisation and running of bi-annual engagement events and training workshops. • Playing a part in developing and strengthening CRU’s systems and processes, such as operational workflows and IT systems to enable operations to run effectively and efficiently. You may also contribute to reviewing the pilot and shaping how this model could be improved and scaled sustainably. What we are looking for

• Strong analytical and problem-solving skills • A team player who takes initiative • Strong interpersonal and communication skills • Strong command of English • Fluency in a second vernacular language is preferred • Experience working directly with citizens and/or community partners, and operations in the social, health, community, or municipal sectors would be an advantage.
