Senior Manager / Manager (Development Planning)

What the role is

You will plan and implement workplace transformation projects to deliver a sustainable, healthy, and conducive work environment that meets the evolving workforce and workplace needs of the ministry. You will serve as a key team member managing development projects of different scales, ranging from interior fitouts to new constructions, and from conception to completion. You should be familiar with workplace strategies and designs, smart building technologies, sustainability designs, and construction/building management. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. To excel in this role, you must possess good written, analytical, and presentation skills. You should be a good project planner with an eye for details and experienced in change management and large-scale relocation planning.

What you will be working on

You will be expected to engage Senior Management and key stakeholders frequently to obtain buy-in for the development projects. You are also expected to engage the MOH workforce frequently to obtain feedback and champion change management. You will be working with a team of project consultants and contractors to deliver the desired project outcomes and objectives. You are expected to manage the various project stages from design, tender, construction, to defects liability stage. You will be conducting cost benefit analysis to develop a cost-effective proposal, preparing funding papers and project presentations. You will be responsible for the procuring the necessary consultancy and construction services, ancillary works and goods, related to the project. You will also be administering the various contracts and overseeing the variation works and claims submitted by the consultants / contractors. You are expected to complete the development projects on schedule, within budget, and achieve high users’ satisfaction rate on the completed works.

What we are looking for

• Degree in architecture, interior design, mechanical & electrical / civil engineering, project management, construction management, or related fields • Good written, presentation, and people skills, with the ability to engage and influence stakeholders • Good analytical and time management skills • Enjoy working in a team setting and fast-paced environment • Preferably 4 years of relevant work experience, but fresh graduates with relevant degree and internship experience are welcome to apply. Ideal candidate should also possess the following key competencies: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
