Senior Executive (Business Analyst) - 2 years' contract (renewable)

What the role is

The Maintenance Enforcement Division ("MED") is a new division in the Ministry of Law, which operationalised in January 2025. A minimum viable product for MED's case management system (an Outsystem Case Management System ("CMS")) was produced in January 2025. Enhancements to the CMS are ongoing.

What you will be working on

Stakeholder Engagement & Requirements Analysis • Engage with business stakeholders to gather, analyse, and document business needs and requirements • Facilitate workshops, meetings, and interviews with users and technical teams to understand current processes and identify improvement opportunities • Analyse business processes, workflows, and data to recommend process improvements and efficiencies • Support data analysis and interpretation to inform business and delivery decisions System Design & Development • Design and improve the CMS by developing user stories, use cases, and acceptance criteria • Design system interfaces with other divisions or agencies' systems (e.g. FJC, Datahive, One MinLaw Portal) • Collaborate with developers to implement the CMS and ensure it meets business needs • Work with developers on data migration and provide data verification support • Recommend technology solutions to improve user processes and experience Documentation & Product Management • Document functional and non-functional requirements clearly and accurately • Maintain and prioritise the product backlog • Maintain project documentation, specifications, and artefacts • Prepare status updates, reports, and presentations for stakeholders Testing, Training & Support • Support testing activities, including test case preparation and user acceptance testing (UAT) • Coordinate with business users during validation and testing phases • Develop training materials and provide support to end users • Monitor system performance and make necessary enhancement change requests Communication & Collaboration • Act as a liaison between business users and technical teams to ensure shared understanding of requirements • Communicate priorities, changes, and dependencies effectively • Stay up-to-date on the latest IT and AI technologies and trends

What we are looking for

• Qualifications in Business, Information Technology, Computer Science, Information Systems, or related field • 1-3 years of experience in Business Analyst, Systems Analyst, or similar role • Understanding of business analysis methodologies, business process analysis and design • Strong analytical and problem-solving skills with attention to detail • Excellent written and verbal communication and interpersonal skills • Proficiency in MS Office tools (Excel, Word, PowerPoint) • Ability to work independently and as part of a team with minimal supervision • Strong organisational skills to ensure projects stay on schedule Desirable Experience • Exposure to Agile/waterfall development methodologies • Experience with backlog management and issue-tracking tools (e.g., JIRA) • Experience with RPA and other automation technologies • Experience with project management tools and techniques • Familiarity with government or public-sector environments Professional Development This role offers opportunities for professional development and mentoring to support progression to a senior Business Analyst role. Successful candidates will be appointed on a 2-year contract in the first instance.
