Senior/ Assistant Director, Anticipatory Operations Centre (AOC)

What the role is

The incumbent leads a team in Anticipatory Operations Centre and is responsible for real-time situational monitoring, early detection of emerging enforcement and rehabilitation trends, and rapid coordination of follow-up actions within HSA and partner agencies. The incumbent oversees daily data inputs, case anomaly verification, and provides early-warning insights to support escalation decisions and operational preparedness across all case management tracks. The role requires strong analytical capabilities and the ability to work in a fast-paced, dynamic environment whilst coordinating with multiple ministries, statutory boards, and external agencies to ensure seamless operational alignment and timely reporting to Senior Management.

What you will be working on

Real-Time Monitoring, Trend Analysis & Strategic Reporting

  • Oversee real-time situational monitoring across all vaping case management operations, tracking case volumes, offender demographics, compliance patterns, and emerging vaping substances that may signal broader operational or policy implications.
  • Consolidate and verify daily operational data from different sources and agencies, cross-referencing intelligence across tracks to validate case anomalies and ensure data accuracy.
  • Draft regular Case Management reports, analytical summaries, and trend analysis briefings for Senior Management, synthesising operational information into actionable insights whilst maintaining reporting frameworks for consistent management reporting.

Ops-Policy Alignment & Process Development

  • Translate policy directives into operational processes and workflows, ensuring consistent implementation across case management tracks whilst identifying gaps and refining SOPs.
  • Lead continuous improvement initiatives to enhance operational efficiency and streamline workflows in alignment with evolving national vaping policies.

Secretariat Function & Operational Coordination

  • Provide secretariat support for operational meetings, including preparation of materials, agenda setting, facilitation, and documentation of decisions and action items.
  • Maintain comprehensive records of operational decisions, policy changes, and inter-agency coordination outcomes to support institutional knowledge and accountability.

Inter-Agency Coordination & Stakeholder Management

  • Lead operational coordination with government and non-government agencies to ensure seamless case handovers and workflow alignment across enforcement and rehabilitation tracks.
  • Establish and maintain strategic working relationships with external agencies to facilitate rapid information sharing and coordinated responses, serving as primary liaison for inter-agency matters requiring senior-level coordination.

Team Leadership & Operational Supervision

  • Lead and supervise the AOC team, ensuring effective team performance, capability development, and operational readiness through coaching and performance management.
  • Oversee duty supervision arrangements through rotational shifts, manage internal operational escalations after hours, ensure service continuity, and participate in rotational duty to provide senior oversight for complex cases or operational incidents.

Performance Management & Quality Assurance

  • Establish quality standards and ensure compliance with case management protocols whilst overseeing data validation processes to maintain accuracy and integrity of operational dashboards and management reports.
  • Support senior leadership decision-making through timely provision of analytical insights, operational intelligence, and early-warning assessments on emerging trends or enforcement challenges requiring strategic attention.

  • Perform any taskings and duties as directed by the Director or senior management.

What we are looking for

Qualifications and Experience

  • Relevant background preferably in public administration, public policy, data analytics, operations management, or related field with minimum 5 to 7 years' experience in operations management, policy implementation, or analytical roles within government, healthcare, or regulatory environments.
  • Proven leadership experience managing teams and supervising rotational duty arrangements with demonstrated ability to manage escalations effectively in operational contexts.
  • Demonstrated experience in real-time monitoring, trend analysis, early-warning systems, and inter-agency coordination within operational or enforcement environments.
  • Experience liaising with ministries, statutory boards, and external agencies on operational matters requiring coordination and stakeholder management.

Core Competencies and Skills

  • Strong analytical and strategic thinking capabilities with ability to synthesise complex operational data, identify patterns and systemic issues, and translate insights into actionable recommendations.
  • Excellent policy translation and process design skills with ability to convert strategic directives into practical operational workflows and identify implementation gaps.
  • Excellent communication, writing, and presentation skills with ability to articulate complex operational information clearly to diverse audiences and produce high-quality management reports and briefings.
  • Strong organisational skills with ability to manage multiple priorities simultaneously, work effectively under pressure, and maintain operational readiness in dynamic environments.

The successful candidate will be offered a 1-year contract (with option for automatic renewal for a further one year) in the first instance.
