What the role is

The incumbent leads the Integrated Planning Branch and is responsible for strategic planning, policy coordination, and operational integration across all case management operations. This role focuses on developing comprehensive planning frameworks that align enforcement and rehabilitation strategies, whilst overseeing strategic data analysis to inform policy decisions and operational improvements. The incumbent manages cross-functional projects, coordinates the preparation of press releases and public communications related to case management outcomes, and ensures seamless integration between different operational tracks and external agencies. The role involves translating complex operational data into strategic insights, leading planning initiatives for resource allocation and capability development, and supporting senior management decision-making through comprehensive analytical reports and project deliverables. The incumbent works closely with multiple ministries, statutory boards, and internal departments to ensure alignment with national controlled products strategies whilst maintaining oversight of strategic projects that enhance the division's operational effectiveness and public communication capabilities.

What you will be working on

Strategic Planning & Policy Integration

  • Lead development of comprehensive strategic plans and frameworks that integrate enforcement and rehabilitation operations across all case management tracks, ensuring alignment with national controlled products policies and organisational objectives.
  • Translate high-level policy directives into integrated operational strategies and coordinate implementation across different branches to ensure consistent policy application and operational coherence.
  • Conduct strategic reviews and assessments of current planning frameworks, identifying gaps and opportunities for improvement in cross-functional integration and resource optimisation.

Data Analysis & Strategic Reporting

  • Oversee comprehensive data analysis across all case management operations, synthesising information from multiple sources to generate strategic insights and trend assessments for senior management decision-making.
  • Prepare strategic analytical reports, policy briefs, and management presentations that translate complex operational data into actionable recommendations for organisational planning and resource allocation.
  • Establish and maintain analytical frameworks and methodologies to support evidence-based planning and continuous monitoring of strategic objectives and performance indicators.

Project Management & Cross-Functional Coordination

  • Lead and manage strategic projects that enhance operational effectiveness, policy implementation, and inter-agency coordination across the case management ecosystem.
  • Coordinate cross-functional initiatives involving multiple branches and external partners, ensuring project deliverables align with strategic objectives and timelines whilst managing stakeholder expectations and resource requirements.
  • Oversee project governance frameworks, risk management processes, and quality assurance mechanisms to ensure successful project outcomes and organisational learning.

Press Release & Public Communication

  • Coordinate preparation of press releases, public statements, and communication materials related to case management outcomes, enforcement statistics, and policy developments in collaboration with communications teams.
  • Support senior management in media engagements and public communications by providing strategic briefings, key messages, and analytical support for public-facing activities.
  • Ensure consistency and accuracy of public communications whilst maintaining alignment with organisational messaging and national policy positions on controlled products matters.

Inter-Agency Coordination & Stakeholder Management

  • Lead strategic coordination with government ministries, statutory boards, and external agencies to ensure integrated planning approaches and seamless operational alignment across the controlled products enforcement ecosystem.
  • Establish and maintain strategic partnerships with key stakeholders, facilitating information sharing, joint planning initiatives, and coordinated responses to emerging challenges or policy developments.
  • Represent the division in high-level inter-agency meetings and strategic planning forums, contributing to national-level coordination and policy development processes.

Team Leadership & Operational Supervision

  • Lead and supervise the Integrated Planning Branch team, ensuring effective performance management, capability development, and strategic alignment through coaching, mentoring, and performance oversight.
  • Foster a collaborative team environment that supports innovation, strategic thinking, and cross-functional coordination whilst maintaining high standards of analytical rigour and planning excellence.
  • Oversee resource planning and capability development for the branch, ensuring adequate skills and capacity to meet evolving strategic planning requirements and organisational objectives.

Performance Management & Quality Assurance

  • Establish performance frameworks and quality standards for strategic planning activities, ensuring deliverables meet organisational requirements and support effective decision-making processes.
  • Monitor and evaluate the effectiveness of integrated planning initiatives, conducting regular assessments and implementing improvements to enhance strategic outcomes and operational integration.
  • Support senior leadership through timely provision of strategic analysis, planning insights, and performance assessments that inform organisational direction and resource allocation decisions.

Other Duties

  • Perform any taskings and duties as directed by the Deputy Director or senior management.

What we are looking for

Qualifications and Experience

  • A strong background, preferably in public administration, public policy, strategic planning, data analytics, or related field with minimum 7-10 years' experience in strategic planning, policy development, or senior management roles within government, regulatory, or public sector environments.
  • Proven leadership experience managing teams and leading cross-functional projects with demonstrated ability to coordinate complex initiatives across multiple stakeholders and agencies.
  • Demonstrated experience in strategic data analysis, policy integration, and long-term planning within operational or enforcement environments, with track record of translating analytical insights into strategic recommendations.
  • Experience in public communications, media relations, or stakeholder management, including preparation of press releases and coordination with communications teams.
  • Experience liaising with ministries, statutory boards, and external agencies on strategic planning matters requiring senior-level coordination and stakeholder management.

Core Competencies and Skills

  • Strong strategic thinking and analytical capabilities with ability to synthesise complex data from multiple sources, identify strategic patterns and opportunities, and translate insights into comprehensive planning frameworks and actionable recommendations.
  • Excellent project management and coordination skills with ability to lead cross-functional initiatives, manage multiple priorities simultaneously, and deliver strategic outcomes within established timelines and resource constraints.
  • Excellent communication, writing, and presentation skills with ability to articulate complex strategic information clearly to diverse audiences, including media, senior management, and external stakeholders.
  • Strong organisational and leadership skills with ability to manage teams effectively, work under pressure, and maintain strategic focus in dynamic policy and operational environments.

The successful candidate will be offered a 1-year contract (with option for automatic renewal for a further one year) in the first instance.
