What the role is

What you will be working on

1. Work closely with the respective stakeholders on the following: a. gather and scope the business requirements to be developed into business cases and specifications; b. perform feasibility studies on new/existing technologies, evaluate and recommend ICT solutions that best address the business needs perform; c. participate in discussions on the technical solutioning, security and integration features for the proposed project; and d. advice the stakeholders in the discussion of technologies of interest with vendors. 2. Define product specifications, product manage and drive product backlogs where applicable. 3. Provide project management to ensure the timely implementation and delivery of projects. 4. Perform procurement of services, conduct evaluation, either independently or with his/her supervisor, on system proposals submitted by vendors participating in the Tender/Quotation processes called through the government tendering or quotation procedures. 5. Work with developers (in-house or external vendors) to conduct investigation and/or analyse system behaviours, degradations, faults, and mishaps to troubleshoot, identify and resolve any technical problems or system issues where applicable.

What we are looking for

• Tertiary qualification in Computer Science, Information Systems, Information/Infocomm Technology, Computer or Electronics Engineering or related discipline. • At least 3 to 5 years of relevant software development, business analysis and/or project management working experience. • Participated in at least one full software or product development cycle. Experience in Agile methodology, have basic knowledge of service design/design thinking and customer journey mapping will be advantageous. • Proven experience in IT business analysis and/or IT project management. • Have fundamental knowledge in ICT Infrastructure and cybersecurity. Prior work experience in Government environment and familiarity with Instruction Manual will be advantageous. • Knowledge on application modernization, enterprise architecture, data analytics, data science and AI will be advantageous. • Have strong analytical, conceptualisation and problem-solving skills. • Ability to adapt to changes and negotiate with internal and external stakeholders. • Good communication skills, both oral and written, with the ability to present ideas and influence stakeholders. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
