What the role is

The Agency for Care Effectiveness (ACE) is the national health technology assessment (HTA) and clinical guidelines agency in Singapore. We support healthcare providers, patients, and payers in making better-informed decisions about patient care. We achieve this by: - Conducting evidence-based technical evaluations of health technologies (e.g. drugs, vaccines, medical technologies, cell and gene therapies) to inform funding decisions and drive appropriate use through technology guidances, tracking utilisation and outcomes, as well as strategies to drive adoption; - Developing and publishing clinical guidelines to inform healthcare professionals (HCPs) on specific areas of clinical practice. - Developing and providing healthcare professional education to assist HCPs in applying the best available evidence in their practice - Developing and delivering healthcare consumer educations through information and tools for patients and caregivers to help them find out more about different medical conditions and treatment options. What you will be working on

As Lead Manager/ Senior Manager/ Manager in ACE’s Planning & Policy (P&P) Division, you will support the implementation of ACE’s work plan and objectives, specifically in the key areas below: Strategic Planning and Policy Development - Lead policy research and development to address emerging challenges and identify opportunities that can better support ACE’s strategic priorities and ensure alignment with overall MOH strategic objectives - Lead the annual workplan exercise for ACE and coordinate the development of ACE’s medium to long-term strategic plans, framing strategic issues and synthesising cross-cutting insights to develop actionable recommendations - Monitor and evaluate policy outcomes and effectiveness Stakeholder Engagement and Partnership Management - Develop and execute stakeholder engagement strategies to advance ACE’s policy objectives and foster adoption of ACE’s guidances - Build and manage strategic partnerships with international and local partners, identifying opportunities for knowledge exchange, joint initiatives and policy learning - Design and facilitate stakeholder consultations and feedback processes that inform policy development and strategic planning Organisation Development & Corporate Functions - Drive organisational development and transformation efforts to ensure ACE’s systems and processes remain fit-for-purpose and future-ready - Oversee human resource, finance, procurement and contract management to support strategic initiatives and policy implementation

What we are looking for

Other Skills: - Strong project management skills, with the ability to drive projects independently, and also work as a team. - Candidates with tertiary qualification in the healthcare, business or public policy domains - Prior experience in policy formulation and planning and strategic stakeholder engagement will have an advantage.
