What the role is

Project title: Safety Regulatory Analysis and Benchmarking for Cleantech Adoption The project aims to support Singapore’s transition to clean technologies by conducting a comprehensive horizon scan and comparative review of safety regulations and technologies across international countries. The focus is on hydrogen safety, ammonia safety, and carbon dioxide safety in carbon dioxide capture, utilisation and storage (CCUS) processes. Through benchmarking against international best practices, the project will ensure Singapore’s frameworks remain robust, relevant, and aligned with global standards, while identifying potential regulatory gaps that could impact safe and sustainable cleantech adoption. In addition, the project will contribute to the development of regulatory guidelines for Major Hazard Installations (MHIs), with particular emphasis on Human Factors assessments. This involves scanning international best practices and guidelines related to the application of human aspects in the chemical industry, covering areas such as: 1) Staffing methodologies, 2) Fatigue management comparison between API 755, HSG 256, and WSHC guideline, 3) Alarm management and rationalisation, etc.

What you will be working on

1. Horizon Scanning & Regulatory Benchmarking • Conduct global horizon scans to identify emerging trends, technologies, safety practices and regulations in hydrogen safety, ammonia safety, and carbon dioxide capture and utilisation (CCU) processes. • Monitor international developments in cleantech regulations and standards to anticipate future shifts. • Benchmark Singapore’s regulatory frameworks against global best practices to assess alignment, strengths, and areas for improvement. • Identify potential regulatory gaps that may affect safe and sustainable adoption of cleantech solutions. 2. Human Factors & Major Hazard Installations (MHIs) • Support the development of regulatory guidelines for MHIs, with emphasis on Human Factors assessments. • Conduct comparative studies of international best practices in human aspects of chemical industry safety, including: o Staffing methodologies o Fatigue management, comparing API 755, HSG 256, and WSHC guidelines o Alarm management and rationalisation 3. Analysis & Reporting • Synthesise findings into clear, structured reports and presentations. • Provide actionable recommendations to policymakers and industry stakeholders to strengthen regulatory readiness. • Contribute to knowledge-sharing sessions within department. 4. Collaboration & Support • Work closely with supervisors and cross-functional teams to ensure research outputs are relevant and practical. • Assist in drafting regulatory guidance documents and supporting materials. • Maintain accurate records of research sources, methodologies, and benchmarking criteria.

What we are looking for

1. Research & Analytical Skills • Strong ability to conduct horizon scanning and gather insights from diverse international sources. • Competence in regulatory review and comparative analysis. Able to interpret and benchmark policy documents, guidelines, and industry standards. • Critical thinking to identify gaps, overlaps, and emerging trends in safety regulations. 2. Technical Knowledge • Understanding of chemical engineering principles and process safety management, particularly in cleantech domains such as hydrogen, ammonia, and carbon dioxide capture & utilisation (CCU). • Awareness of Major Hazard Installations (MHIs) regulations in Singapore and strong willingness to expand expertise on Human Factors assessment methodologies. 3. Communication & Digital Skills • Strong written skills to prepare structured reports, benchmarking studies, and recommendations. Ability to present findings clearly to stakeholders. • Proficiency in Microsoft Office tools (Excel, Word, PowerPoint) for analysis and reporting. Comfort with data organisation and visualisation to support benchmarking studies. • Ability to manage and document research sources systematically. • Collaborative mindset to work with cross-functional teams.
