Assistant Director, Systems & Data Centre

What the role is

The incumbent leads the Systems & Data Branch and is responsible for strategic data management, systems architecture, and digital transformation initiatives supporting controlled products case management and enforcement activities across the division. This role focuses on developing comprehensive data strategies, overseeing enterprise-level system integrations, and ensuring robust analytical capabilities whilst maintaining the highest standards of data governance, security, and compliance with government digital standards. The incumbent manages strategic technology partnerships, leads digital innovation projects, and ensures seamless data and systems integration across multiple agencies to support the national effort against illicit controlled products through advanced data analytics and systems excellence.

What you will be working on

Strategic Data Management & Digital Architecture

  • Lead development of comprehensive data strategies and digital architecture frameworks that support controlled products case management operations, ensuring alignment with HSA's broader IT ecosystem and national digital government initiatives.
  • Oversee enterprise-level data governance, establish strategic data policies, and coordinate implementation of advanced data management practices across all operational units whilst ensuring seamless integration with HSA's wider technology infrastructure.
  • Conduct strategic reviews of data infrastructure and digital capabilities, identifying opportunities for innovation and technology advancement within the broader public service technology landscape.

HSA IT Ecosystem Integration & Operational Technology Integration

  • Serve as the primary liaison between the Division and HSA's broader IT ecosystem, representing divisional needs in HSA technology governance forums and cross-agency digital initiatives whilst advocating for operational requirements.
  • Function as the Division's operational technology integrator, translating operational requirements into technical solutions and coordinating technology requirements across multiple government agencies as the senior technical representative.
  • Lead cross-functional technology initiatives that bridge operational needs with technical capabilities, ensuring seamless integration between divisional systems and broader government technology platforms.

Advance Analytics & Strategic Intelligence

  • Oversee comprehensive analytical capabilities and data dashboarding solutions that provide real-time operational insights, trend analysis, and strategic intelligence to support divisional decision-making and performance monitoring.
  • Lead development of advanced analytics platforms, predictive modelling capabilities, and interactive dashboards that translate complex operational data into actionable insights for management and operational teams.
  • Establish analytical frameworks and business intelligence solutions that support evidence-based policy formulation and resource allocation decisions across controlled products enforcement activities

Digital Transformation & Strategic Partnership

  • Lead strategic digital transformation initiatives and manage enterprise-level system integration projects involving multiple government agencies, ensuring seamless data exchange and operational coordination.
  • Establish and maintain strategic partnerships with Government Technology Agency (GovTech), Smart Nation Digital Government Office (SNDGO), technology vendors, and research institutions to leverage cutting-edge solutions whilst ensuring alignment with public service requirements.
  • Represent the Division in high-level technology forums and inter-agency coordination activities requiring senior-level technical leadership and advocacy. 

Data Security, Compliance and Quality Assurance

  • Establish comprehensive data security frameworks, cybersecurity protocols, and compliance mechanisms to protect sensitive operational data whilst ensuring adherence to government security standards and HSA's information security policies.
  • Oversee compliance with data governance regulations, privacy requirements, and government digital standards whilst supporting audit activities and regulatory assessments across the technology ecosystem.
  • Establish performance frameworks and quality standards for data management and systems operations, ensuring deliverables meet enterprise requirements and support effective strategic decision-making. 

Team Leadership & capability Development

  • Lead and supervise the Systems & Data Branch team, ensuring effective performance management, technical capability development, and strategic alignment through coaching, mentoring, and professional development initiatives.
  • Foster a culture of innovation and technical excellence whilst maintaining high standards of analytical rigour and systems reliability that support both divisional and broader HSA objectives.
  • Oversee strategic resource planning and capability development for the branch, ensuring adequate technical skills and capacity to meet evolving digital requirements within the HSA and public service technology landscape

Other Duties

  • Perform any taskings and duties as directed by the Deputy Director or senior management.

What we are looking for

Qualifications and Experience

  • A strong background preferably in information systems, data science, computer science, information technology, or related field with minimum 8 - 12 years' experience in senior data management, systems leadership, or digital transformation roles within government, regulatory, or public sector environments.
  • Proven leadership experience managing technical teams and leading enterprise-level digital initiatives with demonstrated ability to coordinate complex technology projects across multiple stakeholders and government agencies.
  • Demonstrated experience in strategic data analytics, digital architecture, and technology innovation within operational or enforcement environments, with track record of translating technical capabilities into strategic organisational advantages.
  • Experience in strategic technology partnerships, vendor management, and coordination with government technology agencies on enterprise-level digital initiatives and policy development.

  • Strong strategic thinking and technical leadership capabilities with ability to synthesise complex technical requirements, identify digital opportunities, and translate technology capabilities into comprehensive strategic frameworks and actionable recommendations.
  • Excellent digital transformation and innovation management skills with ability to lead enterprise-level initiatives, manage multiple technology priorities simultaneously, and deliver strategic outcomes within established timelines and resource constraints.
  • Excellent communication, writing, and presentation skills with ability to articulate complex technical information clearly to diverse audiences, including senior management, government officials, and external technology partners.
  • Strong organisational and leadership skills with ability to manage technical teams effectively, work under pressure, and maintain strategic focus in dynamic technology and policy environments whilst ensuring the highest standards of data security and operational excellence.

The successful candidate will be offered a 1-year contract (with option for automatic renewal for a further one year) in the first instance.
