What the role is

As part of MOH's Organisational Development Office (ODO), you will join a team that embraces and drives a positive culture of purposeful, connected, and productive people, and enables the Ministry's systems, processes, and practices to perform effectively today and transform for tomorrow.

What you will be working on

This role will support strategic innovation and drive process improvement initiatives that enhance MOH’s organisational excellence and operational effectiveness. You will lead a team to manage MOH’s innovation ecosystem through the MOH Public Sector Transformation (PST) fund and related initiatives, while developing systematic process improvement capabilities to strengthen organisational effectiveness and build an innovation culture in MOH. In this role, your key responsibilities include: Innovation support and MOH PST programme management • Overseeing the MOH PST budget framework and evaluation processes that support transformation initiatives • Fostering innovation culture through management of the PST awards and recognition process Process improvement and organisational excellence • Drive the approach towards process improvement and innovation in MOH, including its development, implementation and growth • Systematically identify opportunities to enhance MOH’s operational efficiency and effectiveness, including empowering and fostering a culture of improvement, and partnering teams to problem-solve and implement solutions that improve internal workplace systems and processes Strategic coordination for impact • Facilitate alignment between innovation initiatives, process improvements, and WOG PST directions to maximise organisational impact while building sustainable capabilities for continuous enhancement of MOH’s operational effectiveness The incumbent will also contribute to selected ODO initiatives that support employee engagement and culture-building in MOH, ensuring innovation and improvement efforts reinforce MOH’s broader organisational goals. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What we are looking for

We are seeking an individual who has a passion for innovation, continuous improvement and organisational development. The ideal candidate will possess: • Proven track record of at least 6-8 years in roles involving policy or strategy development, transformation, organisational development, change management, or innovation, with at least 1 year of supervisory or team leadership experience. • Strong strategic thinking and systems thinking capabilities, with ability to translate high-level intent into contextualised initiatives and tools. Relevant certifications in Lean, Lean Six-Sigma, Business Process Re-engineering or Change Management will be an added advantage. • Demonstrated experience in leading organisation-wide or cross-divisional transformation initiatives or process improvement projects, including strategy formulation, programme design, and implementation. • Strong facilitation and consultancy skills, to work effectively with senior leaders, synthesise the needs of partners and stakeholders, and guide divisions through improvement journeys. • Sound judgement and strong interpersonal skills, to operate at both strategic and operational levels, and foster positive partnerships. • Experience in budget or grant management would be advantageous, e.g. in evaluating proposals and managing funding allocations • Experience working in public sector, healthcare, or complex multi-stakeholder environments would be advantageous • Excellent project and programme management skills, with ability to manage multiple concurrent initiatives and deliver results Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose.
