Description of Branch:
As part of the RPG family, the Protective Service (PSV) is a statutory service and it leads in policies and processes to safeguard the safety and wellbeing of vulnerable persons in Singapore. The science and art of our work remain very much firmly rooted in keeping vulnerable persons safe from harm, working in partnership with families and stakeholders such as schools, hospitals and other community partners.
The Service Planning Branch will drive strategic planning for PSV, strengthen operational systems and processes to enhance effective service delivery, and shape the ecosystem for protection of vulnerable persons.

What you will be working on
Brief description of Job Scope:
You will play a key role to drive and coordinate key strategic areas such as operational policies and sector development for impactful implementation and ensure effective service delivery.
Your work will involve overseeing strategic engagements and partnerships with key stakeholders and enable effective delivery of PSV's strategic objectives and promote best practices to safeguard the safety and well-being of vulnerable children and adults. You will also grow and develop essential capabilities and services to strengthen the protection sector, namely:
a) Specialist agencies such as CPSCs, PSCs and PAVE who provide community-based support on child and adult protection concerns
b) Out-of-home care agencies, such as fostering agencies and children’s homes to strengthen service provision of foster care, kinship care or residential care to vulnerable children
c) Adoption agencies
Responsibilities:
As part of the Sector Planning team in Service Planning, you will:
• Translate policy intent and develop feasible models for operationalization and implementation to roll out sector-wide initiatives
• Work with internal and external stakeholders to streamline processes to review existing service delivery to ensure alignment with strategic objectives
• Develop service improvement plans by identifying system gaps and recommending solutions
• Conduct assessment and staffing of requests from external agencies for PSV-sharing and engagement sessions
This role offers a breadth of exposure to ops-policy, service planning, and stakeholder engagement.

Requirement:
• At least 3 years of experience in service planning or capability building work, will be useful
• Interest in making a difference to vulnerable children and families
• Ability to communicate well with different internal and external stakeholders
• Excellent project management skills, problem-solving skills, comfortable with numbers
• A team player who is also able to work independently under pressure
• Attention to detail
