What you will be working on
Brief description of Job Scope:
The Ministry of Social and Family Development is the Central Authority in Singapore to facilitate applications for the return of children who have been taken to or from Singapore without permission of the parent who has custody rights, and to work with other Central Authorities on such applications. These functions are governed by provisions in the Hague Convention on the Civil Aspects of International Child Abduction (HCCAICA) 1980 and the International Child Abduction Act (ICAA) 2010.
This is a part-time role, and the successful candidate can be expected to work up to 21 hours per week.
Responsibilities:
Reporting to the Assistant Head of the Singapore Central Authority (SCA), you will:
• Work with overseas Central Authorities towards voluntary resolution.
• Provide advice to overseas Central Authorities and parents (e.g. info on legal recourse, location of child).
• Work with government authorities to support the parents in navigating legal and administrative processes
• Conduct preliminary assessment on possible risks and needs of the child and parent (e.g. child protection concerns, domestic violence, social assistance, counselling) and make appropriate referrals to agencies (e.g. Protection Specialist Centre, Family Service Centre).
• Provide arrangements for the safe return of the child.
• Participate in an Inter-Ministry workgroup to develop and implement operational processes for the SCA’s operations including drafting of workflows, liaising with Ministry reps.
• Support Head/Asst Head in forming links with Hague/non-Hague states to promote cooperation (e.g. engaging States with interest in being party to the Convention)
• Provide administrative support including handling enquiries, maintaining case records and meeting support.
What we are looking for
Requirements:
• Background in Social Work, Psychology or a related discipline from an accredited institution
• Prior experience working with vulnerable children and families is an advantage
• Skills in mediation and conflict resolution will be an advantage
• Good interpersonal and communication skills
• Good assessment, problem solving and multi-tasking skills
• Empathetic with high level of emotional resilience and ability to work calmly in stressful situations and environment
• Tenacious and nimble in handling difficult clients and/or situations
• Enjoy teamwork and able to work in a challenging and fast-paced environment
• Good understanding of the social service sector
