The Corporate Resources (CR) Knowledge Management (KM) team is part of the Corporate Development Division (CDD). The team focuses on harnessing knowledge through people, policies, processes, information and technologies. The CR KM team strengthens MND’s KM in the areas of knowledge creation, retention and sharing, records management and building a strong culture of KM within MND and across MND Statutory Boards. The team engages internal stakeholders to encourage ownership of KM within the organisation.

What you will be working on
This role is key to developing and implementing enterprise-wide KM initiatives/projects aimed at redesigning and enhancing service delivery and providing seamless user experiences for knowledge flows. You will focus on planning, mapping, improving, and optimising service journeys and user experiences to better meet business needs, ensuring adequate change management efforts to ensure adoption of the initiatives/projects, aligned with organisational goals. The job holder will:
- Drive the planning, implementation and integration of Whole-of-Government (WoG) KM and records management (RM) projects and relevant change management efforts across MND Family.
- conduct a comprehensive review and redesign of MND's overall Knowledge Management framework, digital platforms and service journey. The efforts include:
(i) Conducting assessment and integration of digital repository knowledge architecture and design, document management workflows, and automated processes,
(ii) Implementation of a comprehensive KM consultancy project with GovTech to redesign the KM service journey to improve information sharing, collaboration, platform usability and organisation efficiency,
(iii) Development of KM governance framework, user adoption strategies, and a comms and engagement plan,
(iv) Developing new processes such as workflows for upgrading and downgrading of files across different network environments,
(v) Development of training materials and programmes, and
(vi) Designing and implementing comms, engagement and change management efforts for different user groups.
What we are looking for
Candidate with the following experience and skillsets:
- Education: Tertiary Qualifications in Learning & Development, Organisation Development, Information System Management, Business Administration or related discipline
- Experience: Minimum 3 years in roles where enterprise service journey design and delivery, project management, and stakeholder management skills are core to the position
- Technical Skills:
o Ability to conceptualise and articulate policies and work well both strategically and operationally
o Strong analytical skills and attention to detail
o Strong presentation skills
- Personal Attributes:
o Excellent communication skills
o Team player who enjoys collaborating with others
o Ability to work independently and take initiative
- Preferred Qualifications:
o Working knowledge of knowledge/information management and records management concepts and principles
o Familiarity in design thinking, behavioural insights, user experience design and/or data visualisation would be an added advantage
