What the role is

Anti-Doping Singapore (ADS)'s mission is to ensure sport in Singapore is free of doping through the implementation of effective education, detection, research and international co-operation initiatives. We work together with the sport bodies and relevant stakeholders to protect the rights of Athletes to participate in clean sport. As an autonomous agency of the Ministry of Culture, Community and Youth, ADS is responsible for developing and implementing comprehensive education initiatives and doping control programmes to promote doping-free sports. The organisation monitors National Sports Associations to ensure they comply with ADS's Anti-Doping Policy, ADS’s Anti-Doping Rules, and the World Anti-Doping Code and related International Standards. ADS investigates potential anti-doping rule violations, as well as encourages and promotes anti-doping research and reciprocal testing with other national anti-doping authorities. We are looking for an education head to plan, develop, implement and monitor and evaluate the clean sport education programme and outreach. You can expect a fulfilling experience with ample opportunities to work with a wide range of stakeholders (e.g. local and regional stakeholders, athletes, educators) to promote clean sport in Singapore.

What you will be working on

Purpose and Scope As education head in ADS, you will be responsible for planning, developing, delivering, monitoring and evaluating effective anti-doping education programmes. The programmes should: a. Be compliant with the World Anti-Doping Code (Article 18) and International Standard for Education (ISE). b. Educate athletes, athlete support personnel, and stakeholders on anti-doping rules, values, and compliance, with education materials and teaching methods tailored to ensure learning effectiveness for different target groups. Key Responsibilities As education head in ADS, your responsibilities include: 1. Planning & Compliance a. Lead the planning, development, coordination, implementation, monitoring and evaluation of an ISE-compliant annual education plan. b. Identify target groups, modes (in-person, eLearning, workshops), objectives, and KPIs of education plan/activities. c. Collaborate with National Sports Associations (NSAs) and relevant stakeholders to align with their needs to achieve the intended outcomes of education. 2. Implementation & Stakeholder Engagement a. Plan, develop and produce high-quality, accurate education materials and activities for the various stakeholder groups, to effect behavioural change. b. Develop curriculum and lesson plans, adopting pedagogical and andragogical best practices and learning principles, as well as facilitation techniques appropriate for each stakeholder group. c. Identify opportunities, plan and implement education outreach in collaboration with National Sports Associations and other stakeholders in the local sporting and education ecosystem. d. Lead and manage ADS’s network of educators, including the recruitment, training, deploying, (re)accreditation and quality assurance of educators in support of the education programme. e. Leverage and manage Learning Management Systems such as WADA’s Anti-Doping Education and Learning (ADEL) or similar platforms. f. Coordinate with testing and results teams to inform education strategies. 3. Monitoring, Evaluation, Reporting & Research a. Collect training data, and evaluate the effectiveness, efficiency, and success of the various components of the education programme (e.g. curriculum design, delivery method). b. Adjust programmes per feedback and KPI outcomes. c. Prepare internal reports on engagement, compliance, and evaluation results. d. Spearhead relevant research that will value-add to ADS education programmes. 4. Collaboration & Advocacy a. Collaborate and build relationships with WADA, other NADOs/RADOs, NSAs, schools, anti-doping stakeholders, subject matter experts and external providers to coordinate education efforts, exchange ideas, and enhance programmes. b. Represent ADS at workshops, conferences, and outreach events. 5. Administration & Budgeting a. Secure and manage education budgets and prioritise resource. b. Track expenses and ensure value-for-investment. 6. Marketing & Communications a. Create engaging, easy-to-understand content for ADS’s public-facing communication channels (e.g. articles for ADS’s website, social media posts). b. Develop and implement marcomms strategies for ADS and clean sport education (e.g. social media engagement).

What we are looking for

Work Experience and Knowledge • Qualified as a teacher or equivalent, with minimum 5 years’ experience in education/training, preferably within sport/ doping or health sectors. • Knowledge and understanding of aspects of anti-doping would be advantageous. • Knowledge and relevant experience in one or more of these areas preferred: o Developing, implementing, monitoring and evaluating education programmes o Pedagogical and andragogical best practices and learning principles o Values-based education o Principles and methods for educational design for in-person and digital learning and the development of resources o Facilitation techniques for individuals and groups o Evaluation strategies (assessment of learning, education programmes) o Principles and best practices of curriculum design and implementation o Recruiting, training and deploying people (e.g. Educators) Competencies Candidate should demonstrate the following competencies: • Programme development, implementation, monitoring and evaluation • Development of curriculum, lesson plans and pedagogical and andragogical approaches • Project management • Strong verbal and written communication skills • Strong stakeholder engagement and management skills Personality Traits • Strong team player • Willing and able to learn • Proactive, resourceful, versatile and meticulous
