Manager/Senior Manager (Financial Accounting)

What the role is

You will be part of a team to perform and oversee a wide range of finance operations in MPA to ensure that financial accounting transactions and financial statements comply with Statutory Board Financial Reporting Standards (SB-FRS), Government Instruction Manuals (IM), Financial Circulars (FC), Finance Circular Minutes (FCM), legislative requirements and organisational policies. You will also review and implement effective financial processes and systems to enable accurate recording of financial transactions in accordance with SB-FRS, IM, FC and FCM. In addition, you will drive data analytics through application of analysis tools and techniques on financial information to assess financial implication and financial viability

What you will be working on

Working in the Financial Accounting Department within Finance, Procurement & Admin Division, you will be responsible for the following:

  • Perform finance and accounting functions, including but not limited to month end and year-end closing, fixed assets accounting and management reporting
  • Review, formulate and administer quality service standards, finance-related policies, guidelines, internal controls, work procedures, accounting practices and system enhancements that are relevant and compliant with Government IM so as to ensure accurate and reliable information for reporting
  • Review monthly schedules, audit schedules and assist in internal audits and annual statutory audits
  • Liaise with internal and external stakeholders on financial reporting and audit related matters
  • Be responsible for the accounting and management of fixed assets, to ensure timely and accurate records of capital expenditures, fixed assets and depreciation.
  • Handle tax filing of GST returns and work with tax consultants/IRAS on tax matters
  • Conduct analysis of financial performance, identify anomalies and potential risks, and provide recommendations for improvement.
  • Identify areas to leverage technology and develop capabilities to improve work processes and insights for financial analysis.

What we are looking for

The job might be for you if you possess the following qualities:

  • Background in Accountancy or be registered as a Chartered Accountant with the Institute of Singapore Chartered Accountants
  • Preferably with at least three years of experience in financial accounting, knowledge and application of internal control frameworks, regulations and policies to strengthen governance and control
  • Possess strong knowledge of the relevant accounting standards and Acts e.g. GST Act, SB-FRS
  • Good team player and meticulous with numbers
  • Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure and tight timelines
  • Strong analytical, critical thinking and problem-solving skills
  • Effective stakeholder management, communication and interpersonal skills to co-create solutions
  • Prior experience in Workday will be an added advantage
