We are seeking an experienced Senior Organisational Excellence Manager to join our team to contribute to the work at URA, as well as be the key officer-in-charge of OE matters at BOA (Board of Architects). This role requires a strategic and hands-on organisational development (OD) professional who can lead strategic initiatives in driving organisational excellence by strengthening governance, enterprise risk management, and cultural transformation.
This is a 2-year non-renewable contract role.

What you will be working on
- Organisational Excellence & Development
Drive comprehensive organisational excellence programmes by designing and implementing frameworks that enhance operational efficiency, service delivery, and performance outcomes. Lead organisational development initiatives including process optimisation, and strategic planning to ensure alignment with organisational objectives and stakeholder expectations (e.g. Environmental, Social, Governance (ESG) Reporting).
- Enterprise Risk Management
Establish and maintain robust enterprise risk management frameworks by identifying, assessing, and mitigating organisational risks across all business functions. Develop risk registers, conduct regular risk assessments, and implement monitoring mechanisms to ensure proactive risk identification and response. Collaborate with senior leadership to integrate risk considerations into strategic decision-making processes.
- Governance & Compliance
Strengthen governance structures by developing policies, procedures, and oversight mechanisms that ensure regulatory compliance and ethical business practices. Provide support in compliance monitoring, and implementation of best practice governance standards. This could include Workplace Safey & Health (WSH), and Business Continuity Management (BCM).
- Culture & Transformation
Champion organisational transformation that promote employee engagement, innovation, and continuous improvement.
What we are looking for
• 5-8 years of experience in organisational excellence, organisational development, or related fields
• Bachelor's degree in Business Administration, Management, Psychology, or relevant discipline
• Demonstrated expertise in organisation governance, e.g. enterprise risk management, Workplace Safey & Health (WSH), Business Continuity Management, etc.
• Proven experience in culture transformation and change management initiatives
• Proficiency in data analysis, performance measurement, and reporting tools
• Excellent stakeholder management and communication skills
• Self-starter with the ability to influence and drive change
• Professional certifications in risk management, WSH, BCM or OD are advantageous
