You will lead the team to ensure optimal provision, allocation and management of Ministry’s budget to achieve the strategic objectives of the Ministry and WOG in a fiscally sustainable and value-for-money manner.
You will also supervise and lead strategic reviews of MOH’s block budget requirements including bottom-up needs, considering historical economic trends, changing healthcare landscape and healthcare cost drivers.
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on
The key responsibilities include:
• Leading and supervising the review of MOH's block budget requirements;
• Formulating and operationalising funding frameworks, budget policies and procedures to ensure effective use and allocation of resources in line with national strategic outcomes;
• Leading the review of funding approaches and budgetary requirements for agencies under MOH and acting as budget/policy desk head for Ministry of Health Holdings;
• Leading the review of operating and development budget proposals from MOH divisions, MOH agencies and other MOH-funded entities;
• Leading the preparation of budget-related information for Committee of Supply debates and drafting responses to parliamentary questions;
• Supervising and guiding the budget team in meeting work deliverables and initiatives whilst developing staff capabilities.

• Tertiary education in Finance related discipline. Specialised training in finance and accounting would be an added advantage.
• Around 10 years of relevant experience in finance in Ministries & Statutory Boards
• Good leadership and team management with experience in leading a team of 4-5 officers before.
• Good teamwork and able to work well with and engage other Divisions.
• Good writing and strong communication skills.
• Good quantitative and analytical skills.
• Excellent project and time management skills
• Able to see the strategic, big picture from the policy perspective
• Able to multi-task, work independently, and work under pressure and meet tight deadlines to produce the desired results.
