What the role is

The Waste Management Division (WMD) is responsible for the regulation of the waste collection industry, the Public Waste Collection scheme, general waste disposal facilities, the Extended Producer Responsibility and Mandatory Waste Reporting schemes. Through these programmes, WMD aims to achieve an efficient and sustainable waste-to-resource management system in Singapore. It also enforces against illegal dumping activities.
The Producer Responsibility Department (PRD) under WMD oversees the development, administration and regulation of Extended Producer Responsibility (EPR) Schemes for waste streams such as E-waste and packaging waste, as well as the Mandatory Packaging Reporting framework. It is responsible for the licensing of the Producer Responsibility Scheme (PRS) Operator and the regulation of recycling facilities under the EPR schemes. It is also responsible for the audit and verification of data submitted under the EPR schemes to ensure stakeholder confidence and integrity of the system.

What you will be working on

You will be part of a dynamic team that will work closely in partnership with internal and external stakeholders and required to take on a regulatory role to ensure industry and stakeholders’ compliance to the Resource Sustainability Act, in particular on packaging and e-waste management. You will be responsible for the following:

  • Ensuring producers’ compliance with mandatory packaging reporting requirements and EPR for e-waste management

  • Review submitted reports such as packaging data and 3R plans for packaging; as well as information and data on electrical and electronic equipment put-to-market, e-waste collected and recycled

  • Conduct on-site audits and inspection annually for selected premises and producers

  • Assist in the analysis of information from submitted reports, such as basic trend analysis.

  • Support in the development, maintenance and improvement of the online reporting system, including project coordination work with the system vendor

  • Handling feedback and enquiries to ensure timely provision of information, clarification or advice

  • Maintaining database and records

  • Other duties as assigned including assisting in industry consultations and briefings, and development of resources for the industry

What we are looking for

The job might be for you if:

  • Diploma in Chemical/Electrical/Mechanical/Environmental Engineering or equivalent

  • Preferably with at least 5 years of experience in waste management/sustainability/auditing

  • Passion for environmental protection and adept at working with various stakeholders

  • Proficient in Microsoft Office

  • Meticulous with an eye for detail

  • Organised and able to multi-task

  • Outgoing and pleasant personality, independent and resourceful

  • Self-driven and always ready to strive for improvement

  • Team player and equipped with good interpersonal skills

  • Good analytical, communication, problem solving skills
