What the role is

At the Ministry of Law (MinLaw), our mission is to advance access to justice, the rule of law, the economy, and society through policy, law, and services. We are seeking an experienced HR officer to support the Employee Engagement and Learning Team for 11 months.

What you will be working on

Your areas of responsibility will include but are not limited to the following: Employee Engagement and Awards Administration • Employee Engagement: Plan and execute internal employee engagement activities such as senior management dialogues and staff engagement events, whilst supporting the implementation of staff welfare and work-life initiatives. • Awards Administration: Support award administration, including Ministry and Divisional-level Awards, whilst assisting in the planning and execution of related events and ceremonies. Learning and Development • Learning Administration & Programme Implementation: Support the end-to-end learning administration process including sourcing learning options, submitting training registrations, updating training records, and post-programme follow-up activities. Coordinate with training providers and stakeholders to implement learning and development initiatives, including communication of programmes and comprehensive administrative and logistical support. • System Access Management & Records Maintenance: Manage LEARN account access rights for new joiners and leavers, maintain and clean up training records, and track completion rates for mandatory training programmes to ensure compliance and accurate reporting. • Strategic Learning and Continuous Improvement Initiatives: Contribute to the development of training roadmaps and support broader learning culture initiatives that align with organisational capability development needs. Support 360-degree feedback exercises and assist with tracking and completion metrics.

What we are looking for

Requirements: An individual who has the following key competencies: 1. Employee Experience: Understand how HR policies, processes and programmes impact the employee experience. Understand key design thinking and service journey design methods. Collate data on users' needs to support the service design process. Execute initiatives and programmes to enhance the employee experience. 2. Organisational Development & Culture Building: Be familiar with and role model the organisation's desired culture. Collect and analyse data on organisational culture, current gaps and goals. Support the conduct of culture building and change management initiatives. 3. Learning & Development: Demonstrate ability to support learning administration processes, coordinate with training providers and stakeholders, and provide administrative support for learning programmes. Experience in sourcing learning options, managing training registrations, maintaining training records, or monitoring training utilisation is preferred. 4. Process Management: Demonstrate ability to understand how different systems, processes and people interact and influence one another. Analyse processes using tools and methodologies to enhance HR operations and transactions. Other Requirements: • Strong communication and organisational skills with attention to detail. • Proficient in Microsoft Office (Word, Excel, PowerPoint); comfortable with handling data and reports. • Adaptable, eager to learn, and able to work independently as well as in a team. • Interested in understanding HR practices within a government and public service environment. #LI-SW1
