What you will be working on
The Manager, Skills Strategy & Planning is an individual contributor who plays a pivotal role in advancing SkillsFuture Singapore's mission to enable individuals to learn for life, pursue skills mastery, and develop fulfilling careers for a future-ready Singapore. This position is central to reviewing, planning, and developing skills-related policies, guidelines, and strategies that support an agile and responsive skills-first ecosystem. The role embodies SSG's ACCOLade values of Adaptability, Commitment, Collaboration, Openness, Learning, and Dedication, while contributing to the vision of building a nation of lifelong learners and a society that values skills mastery.
Policy Development and Strategic Planning
- Develop and lead comprehensive policy implementation plans, including communications and change management strategies for both internal and external stakeholders by applying skills-related knowledge and trends in policy development while employing appropriate policy levers contextualised to the skills domain
- Monitor and stay updated on international and local discourse and trends in skills-related policy developments, showcasing Systems Thinking by connecting skills policy issues with larger system interdependencies and identifying implications across agencies and domains
Data Analysis and Research
- Collect and analyse data, stakeholder feedback, labour market intelligence, and research studies to recommend and inform policy reviews and strategic planning, as well as to critically evaluate information using appropriate analysis methodologies and identify key issues that might impact policy optimization
- Collaborate with SSG's Research Office to evaluate research projects, demonstrating the ability to conduct technical evaluations and propose solutions while identifying potential risks related to implementation
Stakeholder Engagement and Collaboration
- Collaborate effectively with internal and external stakeholders to develop plans and ensure effective coordination and implementation of policies; identify and prioritise stakeholders, build sustainable relationships, and implement stakeholder engagement plans to achieve policy objectives
- Support collaboration and forging of international and local partnerships to progress SSG's skills-first agenda, and to manage differences in perspectives and interests to forge common ground among diverse stakeholders
Communication and Documentation
- Prepare comprehensive policy papers and discussions for decision and endorsement, including performing secretariat duties for relevant meetings, showcasing excellent written and verbal communication skills
- Translate complex analysis into clear, actionable recommendations to support decision-making processes
What we are looking for

- Proven capabilities and analytical skillsets to distill issues and sense-make from diverse information sources, arriving at innovative policy solutions that align with SSG's mission
- Comfortable working with data and using data to make data-informed policy recommendations and change, with appreciation for user and business needs assessment
- Effective written and verbal communication abilities to synthesize and express complex ideas simply, ensuring effective stakeholder engagement across all levels
- Team player who can work effectively with multiple stakeholders, both internal and external, to ensure successful policy implementation
- Self-starter with strong learning agility to independently scope and drive initiatives, comfortable making progress in unclear or fast-evolving contexts
- Up to 6 years of relevant work experience in policy development and implementation, planning roles, or operational policy planning and review. However, those with no relevant experience but can show the demonstration of required skills through relevant projects or short stints in similar areas / functions are also encouraged to apply
Successful candidates will be offered a 1-year contract with potential for a 1-year extension and consideration for permanent tenure thereafter.
